Quality Management Systems in Polish Health Care

Abstrakty
W artykule omówiono wyniki badań ankietowych przeprowadzonych wśród 57 dobranych celowo, obiektywnie najlepszych jakościowo, polskich szpitali. Badania miały na celu zidentyfikowanie, scharakteryzowanie i ocenienie stopnia wdrożenia funkcjonujących systemów zarządzania jakością oraz określenie trudności i motywów związanych ze stosowaniem określonych systemów. Uzyskane wyniki świadczą o niezadowalającym poziomie zarządzania jakością w polskiej opiece zdrowotnej. Szpitale nie wykorzystują jeszcze systemów opartych na filozofii TQM.
Together with the reform of the Polish health-care system and rationalising of financing process, the efforts of gaining patients and providing best quality would get highest importance. The Total Quality Management philosophy that analyses the patients' needs and implements continuous quality improvement activities is recognised as the most efficient among many quality assurance and improvement initiatives. In order to identify, describe and measure the developmental stage of quality systems across Polish health care, a survey has been performed. Also the problems and motivators of quality management in Poland were identified. Fifty seven purposely selected hospitals took part in the study and filled up a postal questionnaire. They have been chosen as the hospitals with the objectively best quality. The results show that the level of quality management in Polish health care is disappointing. The hospitals do not use TQM philosophy yet. (original abstract)
