This paper presents particular obstacles to realising an enterprise's organizational learning process. These obstacles have been divided into two groups: those concerning humans and those concerning the organization. Resistance to change, failure to listen and/or selective listening, a lack of knowledge, a low level of inner motivation, the domination of intensive motivation and upholding of authority, and the "complex of the threatened office" are all problems that characterize the first group. A lack of definition or knowledge about strategy and vision, an organizational culture characterized by a lack of learning opportunities, limited knowledge conversion in the organization, automatic organizational structure, and a lack of employees all characterize the latter; participation and the threat of group working that creates boundaries between people are two more problems.(original abstract)
