Abstrakty

Przedstawiono ideę państwa dobrobytu (welfare state) - inaczej państwa opiekuńczego. Zaprezentowano deklarowane cele w odniesieniu do staniu rzeczywistego. Omówiono negatywne konsekwencje polityki podatkowej państwa opiekuńczego oraz pozaekonomiczne następstwa państwa dobrobytu. Przeanalizowano problem – czy Polska jest państwem opiekuńczym i czy to jest właściwa droga rozwoju społeczno-gospodarczego dla Polski?

The dangers associated with the advanced welfare state derive from that state's departure from its primary form. Firstly, the ever-increasing extent of state intervention has, under the impact of both economic and political factors, inevitably led to dissonance between the state's declared aims and its actual policies. This, in turn, has become a cause of increasing social discontent. Secondly, the expansion of the welfare state has led to the emergence of undesirable, often even unintentional, social consequences (costs), both in the economic and non-economic spheres. These consequences arc so significant that the marginal social costs of programmes that are implemented exceed the marginal benefits. The idea of state paternalism will inevitably be engendered in Poland. The only question is which particular model to choose. In the context of the threats posed by the advanced welfare state, the institutional weakness of the Polish state - giving rise to fears about the extent of government failures - is becoming the decisive argument in favour of rejecting the social democratic model.
