Abstrakty

W pracy podjęto próbę systematyzacji procedur kształtowania elementu zasilania finansowego struktur samorządowych - instytucji subwencji ogólnej w aspekcie prawnym i ekonomicznym. Następnie uzupełniono rozważania teoretyczne próbą analizy kategorii transferów subwencyjnych jakie zostały wykazane w rocznych sprawozdaniach z wykonania budżetów jednostek wojewódzkich i powiatowych w latach 1999-2001.

This article contributes to the discussion on the expediency of the continuously developing financial structures of local governments. The appropriate construction of the financial system is the key aspect of the legally guaranteed autonomy of local government units, Thus, decentralization trends in financing local governments should promote the development of own revenue sources while limiting the system of external receipts in the form of state budget transfers. The Constitution of the Republic of Poland defines the general subsidy as one of the key revenue sources of local government units, including powiats and voivodships. It is a form of state interference into the financial management executed by local government units, and considerably impacts on their degree of autonomy. The conducted analysis of financial reports and plans of newly-created local governments demonstrates the important role of the general subsidy in the structure of their revenue sources. In total powiat financial receipts, the average share of general subsidies accounted for 46.) % from 1999 to 2001; in voivodships, on the other hand, the share of the general subsidy in revenues accounted for 35.6 %. The figures demonstrate that the financial independence of intermediary structures, given the catalogue of own revenues, is a legal fiction. (original abstract)
