Abstrakty

Zadaniem opracowania jest dokonanie oceny sytuacji finansowej sektora samorządowego w województwie podkarpackim w latach 1999-2001. W pracy przeprowadzono analizę zamian zachodzących w obrębie budżetów jednostek samorządowych województwa podkarpackiego na tle tendencji ogólnopolskich.

The decentralisation of state structures and the concomitant decentralization of competencies and public finances are significant elements of the systemic transformation under way in Poland. Measures undertaken in this regard are aimed at increasing management effectiveness at the regional, sub-regional and local levels. The new structure of the local government finance system should also make it possible for stale and local governments to conduct effective regional policy. The goal of this article is to show how the new local government finance system functioned between 1999 and 2001 based on the example of the Podkarpackie Voivodship. The authors depict the trends observed in the size and structure of local government budgets. The article contains a study on the changes and structure of budget revenues and expenditures of local governments in the Podkarpackie Voivodship and compares these to the country as a whole. The authors also analyse the budget balance figures from each tier of local government and the amount of debt held. Based on the research, the authors draw conclusions about the stale of finances of local governments in the Podkarpackie Voivodship. (original abstract)
