Abstrakty

W krajach UE Wspólna Polityka Rolna dotyczy w coraz większym stopniu nie tylko funkcjonowania agrobiznesu, ale także całych obszarów wiejskich. Zmieniają się cele, zakres i formy interwencjonizmu oraz sposób pojmowania kreatywnej roli państwa w zrównoważonym rozwoju gospodarczym wsi. Zrozumienie istoty dokonujących się reform, jest bardzo ważne dla polskiej polityki rolnej, której zadaniem jest przygotowanie obszarów wiejskich do funkcjonowania na rynku unijny.

The change now going on in the conception of development of rural areas in the understanding of their role and position in the national economy calls for discussion about the current goals of state interventionism in agriculture. State intervention has to cover not only agriculture and agribusiness but also whole rural areas, which should "produce " goods especially valued today: ecologically safe foods, the clean natural environment, and sociocultural, tourist and settling values. These tendencies are especially observable in the countries of the European Union, which, while reforming its CAP, puts emphasis on the economical management of natural resources, retention of family farms, and the multifunctional development of rural areas. They are treated as carrying a part of the cultural identity of the Community 's member states, which is of particular significance at the time of disappearing borders and the protection of local cultures. Such opportunities for the development of rural areas should also be provided by state interventionism in Poland. (original abstract)
