Abstrakty
Artykuł przedstawia w skrócie problemy związane z przygotowaniem inwestycji drogowych do realizacji. Omówiono zakres i formę zlecenia opracowań projektowych, problem wykupu gruntów oraz wskazano na uwarunkowania formalno-prawne, które decydują o sprawności realizacji dróg krajowych.
The article briefly presents some of the problems and obstacles to efficient and quick preparation of road projects for implementation, based upon experiences in construction of national roads. There was indicated the necessary scope of design documents, agreements, the form of commissioning the design documents and construction works. Land purchase problem was mentioned -attaining the control over the land, which proves to be quite labour-consuming and becomes the decisive factor, when it comes to the term of obtaining the building permission and the commencement of works. The competence of the Authorities issuing the decisions was also referred to. For final conclusions, changes in actual regulations were proposed. (original abstract)
