The aim the following article is to describe the most important issues directly concerning the problems of shaping and protection of natural environment After having analysed the competence and rights of local governments and their relationship with the government administraton as well as the conditions under which they operate, there has been carried out an appreciation of the present local governments' activities towards the protectin and improvement of natural environment. In the summary several lines of procedure were suggested, aiming at more effective and quicker influence of local governments on natural environment. (original abstract)
