The paper discusses the position of the minimum income (MI) guarantee in the European Pillar Social Rights and the minimumincome policies applied by the EU member states. Firstly, it shows the development of the MI concept in the EU documents and confronts thecurrent approach with the idea of the universal (unconditional) basic income. Secondly, it discusses mechanisms that are proposed to implementthe minimum income guarantee. Thirdly, it examines actual MI schemes in the EU countries, focusing on social assistance and related policies. Itcompares the design and investigates key indicators characterizing these schemes – namely the total expenditure, coverage and effectivenessin reducing poverty – giving evidence of the significant differences among the national solutions.

Artykuł poświęcony jest miejscu i roli dochodu minimalnego w Europejskim fi larze praw socjalnych (EFPS) oraz rozwiązaniomstosowanym obecnie przez kraje członkowskie. W części pierwszej przedstawiono koncepcję dochodu minimalnego w EFPS. Obecne podejścieomawiane jest w nawiązaniu do wcześniejszych regulacji oraz w zestawieniu z ideą powszechnego (bezwarunkowego) dochodu podstawowego.Druga część koncentruje się na perspektywach realizacji prawa do dochodu minimalnego i omawia proponowane mechanizmy wdrażaniatego uprawnienia. Trzecia przedstawia rozwiązania stosowane obecnie przez kraje członkowskie, głównie w obszarze pomocy społecznej,zwracając uwagę na te cechy opisywanych systemów, które są najbardziej istotne przy wprowadzaniu w gwarancji dochodu minimalnegoi będą przedmiotem stałego monitorowania. Analiza wydatków całkowitych, zasięgu i poziomu świadczeń oraz ich skuteczności w zwalczaniuubóstwa wskazuje na istniejące w tym obszarze zróżnicowania.
