THE PARTICIPATION OF STATE-OWNED FARMS IN THE RENEWAL OF PARK GROUNDS

State-owned farms own over 80 per cent historic parks in Poland. As it is well-known their condition is disquieting and the attempts made to save them covered only some of them. State-owned farms in Bydgoszcz district have 170 parks wiith the area of nearly 500 ha. After many years of efforts they have worked out a specific system of the renewal of park grounds, which found its expression in the organisation at Tuchola in 1979 of all-Poland Meeting of Monuments and Nature Conservators, devoted to the renewal of historic greeneries. At this meeting state-owned farms from Bydgoszcz district acquainted the participants w ith hitherto attainments. Many years of negligence have unfortunately resulted in the situation where the problem of the revival of post-manor parks has beoome very serious, not only for economic reasons. The most serious and difficult problem was to attain a satisfactory level of performance and control and to create the right social atmosphere amongst managerial and other staff in state-owned farms. The revival of parks gave rise to the problem of proper adaptation of buildings for the needs of today’s rural community. The thing was that the object should not only preserve its historic anc’hitecturail and natural values but at the same time it should be put to a proper use. In the local community the park should play a specific didactic and educational role. The economic reform of 1981 which brought about a change in the management and financing of state-owned farms has beoome a direct reason for decisions that can result in still another devastation in the post-war history of park grounds. There is no place in the reformed state-owned farms for the question whether decisions made are justified with regard to social interests conceived broadly. A new programme of economic operation allows only for a temporary profit leaving out those elements which are generally determined as non- productive. The present financing system with its all mechanisms of bans and sanctions does not however permit any free interpretation. It is thus necessary for the State to interfere in every case where protection of our common good is threatened. It is well-known that it is the duty of the State to protect the fields which do not yield any profit but are regarded as socially important. State-owned farms expect the Monuments Conservation Office to undertake further organisational decisions concerning forms of cooperation and they express also hope that this just idea will not be wasted by department of culture.
