Автор анализирует в какой степени конституции и конституционные законы центральноазиатских государств учитывают этничность и права этнических меньшинств. Предпринимает попытку ответить, на сколько, с точки зрения конституционализма, государства региона можно определить этноцентристкими или этнократическими. Автор делает выводы, что, во-первых, конституционные гарантии не всегда и не во всех странах региона сооствествуют реальной этнополитике и, во-вторых, что Казахстану и Кыргзызстану по сравнению с другими государствами Центральной Азии ближе к гражданской модели нации.

Author analyses to what extent constitutions and constitutions laws in states of Central Asia take into consideration ethnicity and rights of ethnic minorities. He tries to reply, whether it is possible to definite states of regions as a ethnocentric or ethnocratic from constitutional point of view. He comes to conclusion, that firstly, constitutional guarantees not always and not in all countries of the region correspond with real ethnopolitcs and secondly, that Kazakhstan and Kyrgyzstan in comparison with other states of Central Asia are nearer to civic model of nation.
