THE PROBLEM OF THE PARTICIPATION FROM A SOCIOLOGICAL POINT OF VIEW

The anonymity of technical and economic forces controlling a development of towns alienation of local authorities, heiplessnes of inhabitants in face of more and more strenuous artificial environment — these are elementary problems of today’s towns. Symptoms of rebellion and protest are more than understandable in this context. In the late seventies, upon the initiative of Dan Bernfeld, the International Centre for Documentation, Research and Popularization of Visual Arts, published for educational purposes, four volumes containing documentation on more than 200 instances of the participation of inhabitants and their urban interventions. A large proportion of those spontaneous actions conoerned protection and preservation of monuments in a broad sense of the word. The inhabitants called for the mainitenance of not only widely-recognized examples of architecture, as they are as a rule subject to an official care, but also for the maintenance of 19th- century workers’ housing settlements which are to be pulled down and even of later housing complexes, traditional rural buildings et.c. There are two main reasons for this interest. Firstly, a growth of historic awareness and susceptibility to material testimonies of the past epochs. Secondly, a certain level of prosperity achieved by the society. As can be expected these high values of old buildings, including functional ones, are a response to the modernity of town-planning and architecture, and the more so to the ’’moderness” in architecture and town-planning. The awareness of the values of old architecture hi Poland seems to be much lower. The reason for this is both civilizational retardation and a lower standard of life of the society. We can provide many examples of this: destruction of architectonic landscape of v illa ges, devastation of palaces and manor houses, puilting down unique workers’ housing estates. Thus., to have the inhabitants participating in the protection and reconstruction of architectural structures, their values must be realized and there should take place a number of objective factors. In 1976 studies on the assessment of the values of urban sites by their inhabitants were carried out. The studies revealed also the attitude to historic complexes and buildings. Out of the most characteristic buildings of the town they symbolize, the highest rank was taken by new architectural developments. Monuments were listed in the second place, while historic structures were given the third place in that ranking. The attitude to historic complexes and buildings is however quite ambivalent. On one hand we have a stereotype of the monument as something that has to be treasured, while on the other — we face a poor interiorisation of this value. In any case it remains a fact, as was clearly seen in Katowice, that an urban site without historic monuments is thought to be poor. Hence there appears a tendency to give a historic character to the buildings which do not possess it. For example, it is hard to regard a church built in 1965 as a historic structure. Secondly, it should be noticed that the notion of a historic monument in social consciousness has been extended to cover buildings from the 19th and 20th centuries. The studies discussed here in brief reveal an undoubted need for historical education of the society on order to sensitize it to historic values of developing areas. This is certainly the first step towards participation.
