Zbudowanie sprawniejszej i efektywniejszej administracji skarbowej jest potrzebą chwili. Jest warunkiem sine qua non uzdrowienia finansów publicznych. Jedną z kluczowych dziedzin, które z racji wymogów konstytucyjnych stanowią zadania administracji publicznej, jest bowiem gromadzenie i wydatkowanie publicznych środków pieniężnych, a więc sfera finansów publicznych, która obejmuje m.in. pobieranie należności publicznych – podatków i ceł. Równolegle z poborem danin publicznych do budżetu państwa, administracja jest zobowiązana do dbałości o system bezpieczeństwa finansowego państwa.

Creating efficient and effective administration which collects public levies and cares about the state’s financial safety is a need of the moment. Modern administration should also be taxpayer friendly and corruption resistant. To achieve that objective the attainments of the science on effective and rational action should be applied. Structures and tasks implemented by Polish tax and fiscal administration are anything but rational. The reason is that changes in organizational structures have been introduced without taking into account experience in praxeology, and, strictly speaking, experience of specialists in the field of general theory of organization. In particular, the achievements of the new approach to management strategy concerning an innovative manner of using people to build intelligent community (among others by accepting division into leaders and teams) has not been applied. Authors of former changes in tax administration organizational structures forgot that actions could be counter-effective, i.e. they could bring consequences contrary to the intended ones. Tax and fiscal administration bodies are legal structures, i.e. the fact whether a given organizational unit is appointed and how it is organized (in terms of material organization and scope of activity) depends on the intention of the legislator. Building an efficient and effective administra- tion also requires a constructive approach of employees, labor unions and adequate finances as well as ensuring smooth financing for projects which stem from action plan, especially in the area of information technology.
