In places of large military garrisons the problem of prostitution was unavoidable. So it was in the case of Grudziądz. The construction of the citadel and barracks complexes in Grudziądz attracted many women looking for opportunities to make money by prostitution. The military authorities, both Prussian and Polish, acknowledged the fact that the lack of controlover this phenomena would sooner or later cause the outbreak of the epidemic of venereal diseases. Both Prussian and Polish administration, by the means of compulsory medical examination of persons suspected of being involved in this profession, tried to reduce the possibility of the outbreak of the epidemic. Court sources and publications referring to this problem unambiguously indicate that despite steps taken to tighten the laws on prostitution, it was practiced quite freely in Grudziądz throughout the whole period.
