The article presents a problem connected with establishing a public administration organ competent in matters of correcting errors and mistakes in enfranchisement decisions called acts of land ownership. Besides a short characteristics of enfranchisement problems of agricul-tural farms carried out in 1971, the paper is concentrated on investigat-ing changes of the system in organisation of public administration in order to establish a current competent organ in these matters, because determination of it does not result directly from any binding legal provi-sion. Analysing numerous legal acts, the author finally indicates this organ and justifies the methodology of performed establishments.
