Targeting in joint forces command : basic assumptions

Abstrakty
Targeting has become a permanent component in command and control theory and practice of NATO Member States’ armed forces. This process has been implemented in the Polish Armed Forces for a few years on strategic, operational and tactical levels. The article presents basic issues connected with targeting on the operational level where this process is a key element to achieve operational and strategic goals. Moreover, basic categories connected with this process have been defined. The author underlines fundamental determinants that influence the need in the command and control process to apply methods on the operational level which allow a more effective use of assets that commanders of land, air, navy and special forces’ components, are equipped with. The main part of the article deals with discussing major issues concerning methodical targeting as a basic process to reach operational goals on the joint operations’ command level. Special attention is drawn to planning phases as their results affect the efficiency of tactical tasks performed by particular components. This article is an introduction to targeting problems on the joint command level and is a synthesis of the author’s conclusions and research results gained during the participation in exercises Anakonda (Anaconda) ’08 and ’10 as well as Wiosna (Spring) '11. Several thesis included in the article are proposed thanks to an exchange.
