W artykule przedstawiono strukturę procesu zarządzania realizacją działań dotyczących miejskiego transportu ładunków. Proces obejmuje etapy planowania, organizacji, realizacji i kontroli, przy czym szczególną uwagę poświęcono etapowi planowania. Jest to spowodowane zidentyfikowanymi na bazie doświadczeń zagranicznych problemami w praktycznej identyfikacji problemów związanych transportem ładunków poprzez podmioty odpowiedzialne na zarządzanie miejskim system transportowym. Wobec tego wskazano główne obszary problemowe, uczestników procesów transportowych (zarówno o charakterze regulacyjnym jak i komercyjnym) oraz charakterystykę miejskich łańcuchów dostaw. Na tej podstawie opracowany został schemat czynności pozwalających na praktyczną analizę istniejącej sytuacji oraz podjecie na tej podstawie racjonalnych działań usprawniających. Przedstawiono również katalog potencjalnych rozwiązań opierając się na dostępnych przykładach praktycznych. W dalszej kolejności przedstawiono syntetycznie propozycję systemu organizacji i realizacji przyjętych rozwiązań, uwzględniający cztery uzupełniające się płaszczyzny: funkcjonalną, logiczną, technologiczną i sprzętową.

The paper presents management strucutre of the urban freight transport measures. The process coves planning, organisation, implementation and control phases. Planning phase was described in the most detailed way due to its importance to an overall efficiency of the whole process. On the basis of several studies it was confirmed that responsible actors lack the ability to correctly identify problems related to urban freight transport. Main potential problem areas were indicated, togehter with involvemet actors and specifity of this type of freight movements. With this information step-by-step management procedure was drawn, including catalogue of solutions accessible by city authorities. This phase was followed by organisation and impelementation system overview.
