The paper describes the problems connected with implementation of the new planning law, introduced in 2003. The new planning law has switched off all the master plans elaborated in the communities all over Poland before the year 1995. The new master plans have to be more detailed and to describe the planned functions in the perticular areas. The new master plans should short the administrative procedures in getting the building permit. The application for the building conditions will not be necessary. The investors will only have to apply for the building permission. The problem of many cities is, that there very few areas covered with the new plans. Among them is also the city of Szczecin. Those cities fall in the trap of "investment blocade". There is the "emergency solution" however - the possibility to obtain the decision about the building conditions, based on the analysis of "good neibourhood". This procedure is however quite complicated, much more than it was before. The new investments in the area without the master plan can be done only in the case, that the similarity of function and form to the surrroundings can be prooved. The city of Szczecin is at the moment the case, where are only the islands of "planned city", which can be developed properly in the ocean of the not planned city. The rest of the city has to wait for new plans, otherwise the continuation of the build chaos threatens the city.
