PL

Krucha równowaga mechanizmów rynku i regulacji została ostatnio silnie zakłócona przez wyzwania dwojakie: konieczność sformułowania i wprowadzenia nowej polityki energetycznej o priorytecie ograniczania zmian klimatycznych na drodze redukcji emisji CO2 ("polityka niskowęglo-wa") oraz destabilizacja gospodarki w skali globalnej, jako skutek krachu rynków finansowych. Odpowiedzią na te wyzwania jest rewizja poglądów na rolę państwa (organizacji ponadnarodowych) i granic skuteczności rynku.

Fragile equilibrium of market mechanism and regulation is nowadays strong to disrupt by two types of challenges: necessity of formulation and implementation of the new energy policy with priorities to the control of climate change by means of C02 reduction ("carbon capture"), and the destabilisation of economy on a global scale as the effect of an economy crisis. One answer of these challenges is the revision of ideas of the government role and of reducing markets efficiency limits
