The author evaluates factors decisive for the value of individual housing to conclude that its quality is determined by the level of education of designers and officials as well as taste of investors. Mature and wise development policy should therefore contribute to establishment of reasonable regulations and improvement of common knowledge in the realm of art, architecture and urban planning.
