Abstrakty

EN

Energy security is a key component of the security of the state. Its recognition requires connecting theory with practice. This problem is inseparably joined with politics, economics and defence. Actions demand comprehensive modeling of numerous elements resulting in continuity and reliability of energy supplies. A matter-of-fact and in-depth approach to the problem requires focusing on both the idea of energy security, on factors shaping it and ways of its improvement. Energy industry has a direct and indirect influence on various areas of social activity. Undoubtedly, energy resources are the basis enabling functioning of the economy and existence of the state. Therefore, organising these resources delivery has a substantial impact on energy security. Policy in this field demands strategy, analyses and forecasts showing the directions of operation. Creating identical conditions of competitiveness, understood as creating identical conditions for all participants of the energy market, streamlining of energy use, improvement of its production effectiveness, delivery, use and development of using domestic (local, renewable including) sources of energy favours the increase of energy security. In order to improve energy security, a mechanism is needed which would enable an instant reaction to an energy crisis. Therefore, the European Union suggests creating an intergovernmental crisis response mechanism based on solidarity between Member States. The proposal to extend trans-border connections might help to implement this idea. The security of energy carriers' delivery is very important. Thus Poland recognises creating a policy of common European energy cooperation with main deliverers, particularly the Russian Federation as the main political task in the energy security area.
