Abstrakty

The article presents the instruments of environmental regulations; its most radical critique is described in the concept of market for the rights to emit pollution, which operates on the same principles as private-capital market. The article depicts general and specific criteria for implementing the rights to emission exchange in the selected areas. It describes also the political and social conditions required of these selected areas. In conclusion it was declared that ultimately it is not the region's physical, technological or economic factors which are prevailing while selecting the territory. The selection should be based particularly on the local authorities and communities' engagement in implementing the project of exchanging the rights to emission.
