Using air force to reach a 21st century joint operation goal : strategic or operational - tactical problem?

Abstrakty
A growing activity of air force in armed conflicts at the turn of the 20th and 21st centuries shows that the use of air force is spreading. Due to its unique qualities and combat capabilities, it may be strategic tool of realistic military deterrence. At the same time thanks to its adaptability it is an effective asset to gain control of the enemy, able to do it alone or after taking control in and from the air cooperating with land forces or the navy. Therefore the use of air force to achieve the 21st century joint operation goal may be assigned both to the strategic and operational – tactical level. It will be used to wage operations by homogenous operational command. Thus its planning and conducting will be an operational domain. However, its general outline of use and tasks, the percentage of effort division into different kinds and forms of operations are created on a strategic level and result directly from political agreements.
