Just as in many other highly developed European countries, in Belgium, significant problems are caused, on the one hand, by the expansion of large agglomerations around developing centres, and, on the other, by the decline and stagnation of cities with outdated industries, for which it is now very difficult to find economic grounds. They include many historic cities, which are threatened with extinction by progress in urbanization and technology. The government program of city revival, which provides support for local authorities in improving living conditions and in developing functions which would create new economic grounds, is an attempt to save and revitalize such cities. This program has now been implemented for nearly twenty years and produced results. In the Walloon part of Belgium, 12 advanced rehabilitation projects are underway and so are more than forty projects for remodelling and revival of cities and industrial estates. This program has been beneficial in particular for cities and historic districts, where, after the former grandeur has been restored, the mechanism of economic development has been set in operation at the same time. However, the essence of revival entails not only funds for investments and repairs. Rehabilitation and revival in the physical sense are solely the first stage. The recovery of social and economic values follows revitalization - when the appropriate functions and users have been found. Therefore, it is above all important for local authorities to develop an adequate strategy for revival and development as well as to look for partners among the residents and the future users. In Walloonia, both positive and negative examples can be found. The so far small effects of revival of cities on the development of their housing, despite the activation of economic functions, are evidence to how difficult a process it is.
