Przedstawiono wyniki delimitacji miast o wysokim i średnim stopniu rozwoju oraz opóźnionych w rozwoju, przy wykorzystaniu Banku Danych Regionalnych GUS za lata 1999-2003 i techniki GIS. Scharakteryzowano zróżnicowanie przestrzenne uwzględnionych w delimitacji czynników spoleczno-ekonomicznych oraz wskaźników charakteryzujących obszary, w tym miasta, o różnym stopniu rozwoju.

The article presents the results of delimitation of towns and cities recording high and average growth, and those slow in development, using the multi-factor analysis, the Regional Data Bank of the Central Statistical Office (GUS) for 1999-2003 and the GIS technique. The following factors used in analysis and delimitation were described in local, regional and national perspective: - the ratio of production-age population to total population in 2003; - net migration (internal and foreign) per 1000 inhabitants over 5 years (1999- 2003); - total working population in various sectors, primarily non-agricultural business, per 100 inhabitants in 2003; - the number of self-employed (registered in REGON system) per 100 inhabitants in 2003.; - the number of registered unemployed per 100 inhabitants in 2003; - the gminas' ratio of CIT and PIT payable to central government, in PLN per 1 inhabitant in 2003. The description of analysed factors and the results of the delimitation of gminas, including towns and cities, recording high and medium growth and those developing slowly are presented on nine national cartograms. Highly developed towns and cities (category A - 56 cities) include 10 voivodeship cities (Warsaw, Katowice, Poznań, Kraków, Wrocław, Szczecin, Kielce, Opole, Olsztyn, Rzeszów) and 46 medium-sized and smaller towns. The town and cities of medium development (category B - 211 cities) include the remaining eight voivodeship cities and 203 medium and smaller towns in 15 voivodeships. Slowly-developing towns (category C) include 617 towns, of which 19 poviat towns in 7 voivodeships. The conducted analysis and delimitation demonstrated that on the national level, the developing areas (categories A and B) in urban and rural areas account for 22.1% of total area and 52.1% of total population. In developing areas on the national level, the developing towns and cities accounted for 14.7% of the area and 73.9% of the population. The analysis indicated that in regional perspective, the best ratios are recorded in the developing areas, including urban, in voivodeships: mazowieckie, śląskie, wielkopolskie and małopolskie, and the worst in voivodeships: warmińsko-mazurskie, świętokrzyskie, podlaskie and lubelskie. The summary of the research results includes general conclusions important for the social & economic as well as spatial policy at national and regional levels.
