In the future achieving a smart, sustainable and inclusive growth would mean the implementation of the XXI century social market economy which vision is presented in the Strategy Paper „Europe 2020.” Content of the national reform program assumed a link between the Polish development objectives and priorities pointed out in the Strategy Paper „Europe 2020”. The economy minister have the responsibility to coordinate the implementation of the Strategy „Europe 2020” at the national level. The operational programs are part of a group of instruments which the Member States can implement as a challenges, put in the Lisbon Strategy and subsequently in the Strategy Paper „Europe 2020”. The implementation of national operational programmes is to contribute in achieving the objectives of the cohesion policy of the European Union at the national level.
