Since the beginning of the 21st century, Islamist terrorism and radicalisation have constituted one of the most significant challenges for Western European states, particularly following the emergence of the Islamic State (ISIS). During the second decade of the century, France, Belgium and Germany experienced a wave of terrorist attacks perpetrated by individuals who identified themselves with ISIS. In contrast, the Netherlands – despite its geographical proximity to these countries – did not witness any major terrorist attacks during this period. This article seeks to answer the central research question: What factors contributed to the Netherlands avoiding the wave of terrorism that affected other Western European states? The guiding hypothesis posits that the Dutch approach, based on preventive mechanisms with a strong emphasis on evaluation, played a critical role in averting serious terrorist incidents. The author reconstructs the development of Dutch counterterrorism and counter-radicalisation policies, not through an idiographic narrative, but by employing a nomothetic approach aimed at identifying causal relationships and the emergence of dominant policy directions. The methodological framework combines critical analysis of key strategic documents, decision-making analysis to better understand the studied phenomena and systems analysis, which is particularly suitable for examining dynamic policy environments. The study is further enriched by in-depth interviews with Dutch experts, providing qualitative insight into the functioning and evolution of the Netherlands’ preventive counterterrorism model.

Terroryzm i radykalizm islamistyczny od początku XXI wieku stanowią jedno z największych wyzwań dla państw Europy Zachodniej, w szczególności po ukonstytuowaniu się Państwa Islamskiego (ISIS). W drugiej dekadzie XXI wieku Francja, Belgia, Niemcy dotknęła fala zamachów, których sprawcy identyfikowali się z ISIS. Jednak Niderlandy, które graniczą z tymi państwami nie odnotowały poważniejszych ataków terrorystycznych. Artykuł ten próbuje odpowiedzieć na pytanie badawcze: jakie czynniki sprawiły, że Niderlandy uniknęły fali terroryzmu obserwowanej w innych państwach Europy zachodniej? Hipoteza artykułu brzmi, że system niderlandzki oparty na prewencji z ważną rolą ewaluacji spowodował, że w Niderlandach nie doszło do żadnego poważniejszego ataku terrorystycznego. Autor w pracy dokonuje procesu rekonstrukcji powstania polityki zwalczania terroryzmu i radykalizmu, ale praca nie ma charakteru idiograficznego, a przede wszystkim nomotetyczny i celem opisu jest przedstawienie procesu powstania głównych kierunków podejmowanych decyzji i identyfikacja związków przyczyno-skutkowych. Autor zastosował w pracy metodę analizy krytycznej, której poddał najważniejsze dokumenty, metodę decyzyjną umożliwiającą zrozumienie badanych zjawisk i procesów, analizę systemową, która jest szczególnie przydatna w dynamicznie zmieniającym się otoczeniu oraz wywiady pogłębione z ekspertami z Niderlandów.
