W niniejszym artykule podjęto próbę oceny stabilności finansowej gmin województwa warmińsko- mazurskiego. W pierwszej kolejności, z uwagi na brak jednej, powszechnie akceptowanej definicji stabilności finansowej w odniesieniu do jednostek samorządu terytorialnego (JST), podjęto próbę zdefiniowania tego pojęcia oraz przedstawiono sposoby jej pomiaru. Badaniami objęto wszystkie gminy województwa warmińsko-mazurskiego z podziałem na gminy: miejskie, wiejskie oraz miejsko-wiejskie. Okres badawczy obejmował lata 2012–2016. Do oceny stabilności finansowej gmin województwa warmińsko-mazurskiego wykorzystano indywidualny wskaźnik zadłużenia, wskaźnik samodzielności finansowej oraz wynik budżetu. W badanym okresie jednoznaczną stabilność finansową wykazywało tylko 6 gmin miejskich województwa warmińsko-mazurskiego, zaś gminy wiejskie oraz miejsko-wiejskie wykazywały najmniejszą stabilność finansową.

This article attempts to assess the financial stability of the communes of the Warmian-Masurian Voivodeship. Firstly, due to the lack of one commonly accepted definition of financial stability in relation to local government units (LGUs), an attempt was made to define this concept and show ways to measure it. The research covered all communes of the Warmian-Masurian Voivodeship, dividing them into municipal, rural, and urban-rural communes. The research period covered the years 2012-2016. The individual debt ratio, the financial independence ratio and the budget result were used to assess the financial stability of the communes of the Warmian-Masurian Voivodeship. In the audited period, only 6 municipalities in the Warmian-Masurian Voivodeship demonstrated unambiguous financial stability, while rural and urban-rural communes showed the least financial stability.
