The article analyzes international documents concerning persons whose right to education has been violated by war, gives the consequences of military actions for different countries around the world, the experience of overcoming educational losses caused by war, epidemics or other emergency events as one of the elements of the educational system. Measures taken by these countries at the national and local levels to evaluate and overcome educational losses and to improve educational programs for students are described. The recommendations of international organizations concerning the provision of the educational process even during war are analyzed. Based on this, options for evaluating the impact of war or other emergencies on students’ learning outcomes and a complex solution to the problem of educational losses in Ukraine both in the current martial law and in the future post-war restoration of the education system are proposed. The problem of the research is the need to take into account both the declared in international documents and the real worldwide experience of evaluation and overcoming of the educational losses for the further implementation of best practices. Taking into account the topic of the research, a theoretical type of research was used – scientific literature and normative documents, statistical information were analyzed. The results of the study highlighted the need to adapt the acquired experience to the educational system of Ukraine, which confirms the relevance of the study.
