Straż gminna (miejska), zarówno jako samodzielnie funkcjonujący podmiot, jak i współpracujący z innymi podmiotami, takimi jak Policja, straże pożarne, pogotowie ratunkowe czy też inne służby ratownicze, zajmuje istotne miejsce wśród podmiotów należących do systemu bezpieczeństwa i porządku publicznego, którego efekty funkcjonowania wychodzą daleko poza teren gminy i społeczności lokalnej.

Both as an independent entity and in cooperation with other entities, such as the Police, the fire service, medical ambulance service or other emergency services, the municipal police (city guards) occupy an important position among entities that form a part of the public security and order system, the operational effects of which go far beyond the territory of the commune and the local community.

Jest to skomplikowane zadanie ze względu na fakt, iż obszar taki najczęściej jest bardzo zróżnicowany zarówno topograficznie, jak i sytuacyjnie. Dodatkowo bardzo często cały system ulega dynamicznym zmianom w czasie. Jedną z formacji, która ma realizować zadania związane z zapewnieniem bezpieczeństwa publicznego jest straż miejska. Jej podstawowym zadaniem jest zapewnienie porządku publicznego na terenie miasta (gminy). W artykule omówiono podstawowe akty prawne związane z bezpieczeństwem publicznym oraz rolę i znaczenie straży miejskiej w zapewnieniu tego bezpieczeństwa. Sprawnie działająca straż miejska może bowiem znacząco wpłynąć na stan poczucia bezpieczeństwa publicznego w lokalnej społeczności. W pracy straży miejskiej bardzo istotne znaczenie mają również działalności edukacyjna oraz integracyjna. Wynika to z faktu, iż straż miejska, jako samorządowa formacja, ma za zadanie pełnić służebną rolę w stosunku do społeczności lokalnej. Prezentowany artykuł należy traktować jako wstęp do dyskusji na temat roli i znaczenia straży miejskiej w życiu społeczności lokalnej.
Security is one of the basic structures of the economic and social development of the area, including the urban areas. In order to achieve this objective, it is necessary to integrate all services in the area of administration. This is a complicated task due to the fact that the area is most often very diverse, both topographically as well as situationally. Furthermore, very often the entire system is rapidly changing over time. One of the formations, which is to carry out tasks related to the assurance of public safety is the City Guard. Its key task is to guarantee public order in the city (municipality).The article discusses the basic legislation related to public security and the role, as well as the importance of city guards in ensuring this security. A functioning city guard can significantly affect the state of public security in the local community. Educational and integration activities are also vital for the work of the City Guard. This is due to the fact that the City Guard, as a self-government formation, is intended to serve as a service role in the local community. The article presented should be seen as an introduction to the discussion of the role and significance of urban guards in the life of the local community.

Weryfikacji : bardziej szczegółowym ocenom poddano rok 2011, tj. okres realizacji porozumienia zawartego 29 grudnia 2010 roku pomiędzy jednostkami, dokonując analizy ze względu na rodzaj naruszeń porządku publicznego oraz efektów przeprowadzonych działań. Ponadto referat podnosi temat konieczności kształtowania nowych rozwiązań współpracy poprzez określenie odpowiednich i efektywnych systemów współdziałania.
Municipal Police has been presented. First of all the scope of cooperation between the Cracow Municipal Police and the Municipal Transportation Company in Cracow (MPK S.A) undertaken in order to improvement of public order and transport safety in urban road transport has been discussed. The conclusions have been formulated based on the data from 2010-2011 coming from the internal data basis ofthe Cracow Municipal Police. The year of 2011 - the period of executing the Agreement concluded on the 29th December 2010 - has been submitted to the verification and more detailed evaluation, including analysis of types of public order violations and results of undertaken activities. Besides, necessity to shape new: adequate and effectiye measures in the framework of cooperation is under-lined in the article.
