The Circular Economy philosophy concerns climate, natural environment and sustainable management of resources. This is particularly important in the Polish construction sector. The article analyzes the available literature and legal acts and focuses on definitions related to this issue in order to carry out the transformation towards circular economy.

W artykule przeanalizowano poszczególne elementy ogłoszenia o zamówieniu publicznym pod kątem aspektów gospodarki o obiegu zamkniętym. Wyniki przeprowadzonych analiz wskazują, że zarówno pod względem ilościowym, jak i wartościowym udział cyrkularnych zamówień publicznych w ogólnej liczbie i wartości zamówień publicznych na roboty budowlane jest niewielki. W latach 2020 i 2021 zamawiający najczęściej formułowali wymagania środowiskowe w opisie przedmiotu zamówienia. Wymogi środowiskowe w kryteriach oceny ofert wystąpiły w niespełna 0,1% ogólnej liczby ogłoszeń o zamówieniach na roboty budowlane.

The public procurement notice in terms of aspects of the circular economy are analyzed. The results of the conducted analyzes indicate that both in terms of quantity and value, the share of circular public procurement in the total number and value of public contracts for works is small. In 2020 i 2021 the contracting authorities most often formulated environmental requirements in the description of the subject of the contract. Environmental requirements in the bid evaluation criteria were present in less than 0.1% of the total number of contract notices for works.

Closed-loop economy initiatives in Europe are still at an early stage. Progress in its implementation in industrial sectors, however, requires clarifying the concept from the perspective of balancing aspects covering environmental, economic and social issues, which may support the transformation process. Green polymer materials made from (bio)degradable, renewable, or recycled raw materials can help prevent and partially reduce waste and contribute to more sustainable life cycles. Furthermore, such materials could have a lower carbon footprint and, in some cases, may exhibit more favourable material properties in many applications. The article is an attempt to show that a systematic, standardised approach to quantifying the potential impacts of a product or process that takes from resource extraction to the end of a product life, such as life cycle assessment, can be an effective methodology for implementing sustainability in the circular economy.

Inicjatywy dotyczące gospodarki o obiegu zamkniętym w Europie są wciąż na wczesnym etapie. Postęp w jej wdrażaniu w sektorach przemysłowych wymaga jednak wyjaśnienia tej koncepcji z perspektywy równoważenia aspektów obejmujących kwestie środowiskowe, ekonomiczne i społeczne, co może wspomóc proces transformacji. „Zielone” materiały polimerowe pochodzące z surowców (bio)degradowalnych, odnawialnych lub pochodzących z recyklingu mogą pomóc w zapobieganiu powstawania odpadów i częściowemu ich ograniczeniu oraz przyczynić się do bardziej zrównoważonych cykli życia. Ponadto takie materiały mogą mieć mniejszy ślad węglowy i w niektórych przypadkach mogą wykazywać korzystniejsze właściwości w wielu zastosowaniach. Celem artykuł jest wykazanie, że systematyczne, ustandaryzowane podejście do kwantyfikacji potencjalnych wpływów tych procesów począwszy od pozyskania surowców do utylizacji produktu, takie jak ocena cyklu życia, może być skuteczną metodologią wdrażania zrównoważonego rozwoju w gospodarce o obiegu zamkniętym.

W artykule przedstawiono współczesne koncepcje projektowania i realizacji obiektów budowlanych uwzględniające w różnym zakresie zasadę 3R Reduce-Reuse-Recycle gospodarowania odpadami. Scharakteryzowano przykłady inwestycji, w których przyjęte rozwiązania projektowe mają wpływ na ograniczenie szkodliwego ich oddziaływania na środowisko naturalne w ciągu całego cyklu życia obiektu budowlanego. Podano wnioski z przeprowadzonych analiz.

The article presents contemporary concepts for the design and implementation of buildings that take into account, to varying degrees, the 3R principle of Reduce-Reuse-Recycle waste management. Building examples described in the article, contain design solutions with a impact on reducing their harmful impact on the environment throughout the life cycle of the building object. Conclusions from analysis are given.

This study analyses the role of the circular economy (CE) and renewable energy sources (RES) in bringing human activity to a climate-neutral state. At the same time, it was pointed out that achieving this neutrality allows to achieve a net-zero level of CO2 emissions, as well as significantly reduces the emission of other greenhouse gases into the atmosphere. In order to more fully illustrate the issue of climate change inhibition adopted for analysis in this article, the basic concepts, characteristics of the essence of circular economy and individual types of RES were defined, and it was also shown that the use of these methods in broadly understood human activity is necessary to achieve zero net CO2 emissions, which creates opportunities to stop "extreme climate madness". The purpose of this article is to present the role of circular economy and renewable energy sources in achieving climate neutrality of human activity, as well as the influence of Putin's imperial policy on the course of this process.

Nowadays one of the biggest challenge for modern business entities is the introduction of solutions and assessments of environmental optimization in the supply chain (reducing the resource-intensiveness of the economy) and the search for waste-free solutions (facing the issues of losing the status of waste, by-products or accompanying products). These challenges are built in relation to the goals and scope of the circular economy (CE), which is conducive to the implementation of solutions aimed at sustainable development. The aim of this work is to identify the possibilities of achieving environmental optimization due to the use of digital technologies and the concept of digital supply chains in the conditions shaped by the CE. The adopted research question is: "To what extent can digital supply chains affect the development of CE?".

Obecnie jednym z największych wyzwań dla nowoczesnych podmiotów gospodarczych jest wprowadzanie rozwiązań i ocen optymalizacji środowiskowej w łańcuchu dostaw (zmniejszanie zasobochłonności gospodarki) oraz poszukiwanie rozwiązań bezodpadowych. Wyzwania te są budowane w odniesieniu do celów i zakresu gospodarki o obiegu zamkniętym, co sprzyja wdrażaniu rozwiązań ukierunkowanych na zrównoważony rozwój. Celem artykułu jest identyfikacja możliwości osiągnięcia optymalizacji środowiskowej dzięki wykorzystaniu technologii cyfrowych oraz koncepcji cyfrowych łańcuchów dostaw w warunkach kształtowanych przez gospodarkę o obiegu zamkniętym. Przyjęte pytanie badawcze brzmi: „W jakim stopniu cyfrowe łańcuchy dostaw mogą wpłynąć na rozwój gospodarki o obiegu zamkniętym?”.

In this case study we compared the fertiliser properties of an industrial wastewater treatment sludge and a sludge ash to the requirements of the Finnish Fertiliser Product Decree. The sludge was obtained from the activated sludge wastewater treatment plant of a Finnish non-integrated pulp mill. The sludge was furthermore incinerated at a laboratory in a muffle furnace (850 °C) to obtain sludge ash. The total Cd (4.9 mg/kg d.m.) concentration in the pulp sludge exceeded the Finnish limit value (1.5 mg/kg d.m.) for fertiliser products used in agriculture. In the sludge ash, the total concentration of Cd (39 mg/kg; d.m.) exceeded the Finnish limit value (25 mg/kg d.m.) for ash fertilisers used in forestry. These results restrict the potential reuse options of these residues. However, from the utilisation point of view, the enrichment of essential plant macro-nutrients was most notable, resulting to the following total concentrations of these elements in the sludge ash: P (26,000 mg/kg d.m.), S (40,000 mg/kg d.m.), K (11,000 mg/kg d.m.), Ca (83,000 mg/kg d.m.) and Mg (10,000 mg/kg d.m.). Therefore, we conclude that, the converting of sludge into ash may promote the reuse of this wastewater treatment residue to a more value-adding fertiliser by-product to be used as a soil improver and growing medium in landscaping or landfills sites or other closed industrial areas, where heavy metal limit values for fertilisers are not applied in Finland.

Purpose: The main objective of the paper is to determine the way SMEs perceive the circular economy concept and to establish factors influencing introduction of CE pratices. In particular, answers to the following research questions are sought: (1) Is the CE concept familiar to and well-understood by entrepreneurs?; (2) What are the strongest challenges and barriers for SMEs with regard to the introduction of the CE?; (3) Which factors determine SMEs’ introduction CE practices. Design/methodology/approach: SMEs were selected as the subject of the research. The study was quantitative in character. A questionnaire study and statistical analysis (structural equation modeling in it) were used. Findings: The paper focuses upon challenges associated with the implementation of the circular economy in SMEs, barriers for implementation and determinants. The results revealed that the concept is familiar and well-understood. However, businesses do not perceive it as a source of economic benefits. The following fields were considered as problematic: improvement of recycling efficiency, exploitation of production by-products, and substitution of non-renewable resources. Structural equation modeling revealed that introduction of CE practices is determined by several institutional factors, perceived risk and external standards and norms. Originality/value: The paper extends previous work concerning the management of SMEs by undertaking the issue of CE introduction. In particular, it focuses on the perception of barriers and stimulators CE practices and responding to several recent calls for research on CE awareness in SMEs. Another novel element can be find in using the theory of reasoned action (TRA) to explain the factors conditioning the introduction of CE practices into SMEs.

Recycling of lithium-ion batteries is a response to the exploitation of natural resources of elements necessary for the production of energy storage devices and the desire to close the cycle of elements by reducing their loss. The replacement of fossil fuels by renewable energy sources will require batteries capable of storing significant amounts of energy. The effects of scientific projects on this subject are not limited to the research sphere, but have real economic, political and social consequences: independence from the supply of raw materials from distant areas or reduction of human rights violations in the case of conflict elements. Ethical and ecological supply of elements is regulated by the EU and the US, among others. Based on these premises, the article collects information on the recycling process and production of lithium-ion cells in order to illustrate the current market situation and highlight places where there are opportunities to introduce new solutions or improve processes with emphasis on the model of a circular economy.

W artykule przedstawiono rozwiązania zastosowane w energooszczędnym domu jednorodzinnym, obejmujące instalację ścieków szarych do spłukiwania misek ustępowych oraz zbiorniki, w których gromadzone są wody opadowe i wykorzystywane do utrzymania terenu zielonego wokół budynku. Porównano wybrane koszty użytkowania budynku z elementami gospodarki o obiegu zamkniętym i budynku z tradycyjnymi rozwiązaniami instalacji.

The article presents solutions used in an energy-efficient single-family house, including the installation of graywater for flushing toilet bowls and tanks in which rainwater is collected and used to maintain the green area around the building. Selected costs of using a building with circular economy elements and a building with traditional installation solutions were compared.

Wykorzystanie nawozów pochodzenia organicznego może w znaczący sposób przyczynić się do realizacji koncepcji gospodarki o obiegu zamkniętym (GOZ) i spełnienia założeń Europejskiego Zielonego Ładu. Komisja Europejska rekomenduje odzysk składników odżywczych z odpadów organicznych i ich wykorzystanie na gruntach, jednak istnieje wiele czynników utrudniających wprowadzenie i upowszechnienie takiego rozwiązania w praktyce. Przegląd publikacji naukowych umożliwił identyfikację sił napędowych oraz barier wykorzystania nawozów produkowanych z odpadów organicznych. Przedstawiono wieloobszarową analizę czynników z uwzględnieniem ich wpływu na badane zagadnienie oraz wzajemnych zależności.

The awareness, knowledge and attitude of farmers to the production and use of org. fertilizers was analyzed by collecting data from existing scientific publications. The obtained information was systematized using the PESTEL anal., taking into account political, economic, social, technological, legal and environmental factors, and was subjected to additional categorization with division into barriers and driving forces.

Extractive and processing waste accumulated on the landfills and heaps are potentially raw materials. The waste can be used in various areas of economy. Re-using of this waste should be regarded as an important element in the development of the circular economy model. The idea of circular economy is a maximum use of manufactured products until their useful function is completely exhausted. Cost effectiveness is a basic criterion for the imple-mentation of this action plan. The total cost of rehabilitation of waste facilities is included into the components which will be taken into consideration before making a decision of using waste from facilities. This paper presents the conclusions from cost effectiveness of re-usable waste accumulated on three selected reclaimed sites.

Commission on Mineral Resources, active for 70 years, was erected in 1951 as a “governmental body for approval of mineral resources evaluations”. The fields of their interest are: checking geological reports on mineral resources and related to mineral resources management, presentation of legal acts proposals related to mineral resources and opinions on such acts, participation in mineral policy formulation, and promotion of“ good practice” in exploration and reporting of mineral resources. The mode and rules of mineral resources reporting developed in 1952 are used up to date with minor corrections. It was formulated prior to the comparable JORC Code and PRMS introduced at the end of the 20th century. Their presentation as a legal act restrained innovative approaches. Since 1991, previous“ instructions” have been replaced by general exigencies presented in the ordonnance of the Ministry of Environment on mineral resources reporting and by published guidelines for preparation of related reports. During the period of “central planned economy” the approval of a geological report with presented resources data was the base for a mining investment decision based on evaluation of economically recoverable “balance resources”. After 1990, the delimitation of mineral resources was introduced based on mining experience, followed by reserves evaluation. At the beginning of Commission activity, it was responsible for evaluation of demands for mineral commodities mining development. The Commission has presented also numerous opinions and suggestions on governmental mineral policy, improvement of mineral resources selfguarding and reasonable recovery. The important activity of the Commission is promotion of“ good practice” in exploration and resources reporting by organizing yearly “Seminars”. Still existing problems are: more close correlation of geological data and mineral resources reporting with mine planning, management and exploitation exigencies, as well as evaluation of accuracy of mineral exploration results and resources data. The new challenges are mineral resources reporting in the framework of “circular economy” and waste-less production, and final harmonization of the Polish rules of resources reporting with international exigencies.

Sericulture is a branch of agriculture specializing in the cultivation of silkworms and cocoon production as well as the cultivation of white mulberry, which is the sole source of food for silkworm caterpillars. Due to the ecological nature of farming both mulberry silkworm and mulberry cultivation, as well as the possibility of managing and processing waste generated in the breeding process, it is fully in line with the trend of sustainable development. Raw materials obtained from silkworm farming constitute the basis for products valued by consumers due to their environmentally friendly production methods and an organic source of raw materials. Silk production can successfully contribute to the increase in popularity and practical application of the idea of sustainable development in agriculture.

Dealing with the effects of COVID-19 is on the energy security agenda. Consolidation of efforts at the regional, national and international levels to exchange experience in the implementation of successful practices and the formation of institutional support of the sustainable energy development contributes to the post-COVID-19 revitalisation. With this in mind, the article is devoted to studying the peculiarities and experience of the post-COVID-19 revitalisation of the energy sector in different countries and determining the development prospects of climate-neutral technologies in the energy security sphere. A change in the behaviour of energy consumers by the secondary energy source in the context of increased quarantine restrictions has been established. In particular, a downward trend in the volume of energy consumption from traditional sources (oil, coal, etc.) has been traced. At the same time, the demand for energy consumption from renewable sources (solar energy, wind energy, etc.) has grown, which made it possible to diagnose the reduction in CO2 emissions. Based on the analysis of measures to reduce the negative impact of the COVID-19 on energy security in different countries, the integration of the foundations of climate neutrality through the development of new critical technologies in the field of renewable energy sources has been established. As a result of a survey of green energy stakeholders using PEST analysis, it was proved that the complexity of integrating the principles of climate neutrality into the energy sector is that the result is not an economic effect but primarily an environmental effect (energy decarbonization). As a result, a methodology for determining the sustainability indicators for developing climate-neutral technologies in energy security using fuzzy set methods is proposed. The prospect of developing climate-neutral technologies in energy security lies in the transition to cross-sectoral interaction based on a closed cycle of energy consumption from renewable sources and the use of Industry 4.0 technologies. The proposed methodology will be a tool for further research on the developing organizational and innovative support and justifying the economic feasibility of introducing climate-neutral technologies based on the clustering of industries and a circular economy in the energy security sphere.

The processes of transition to a circular economy are analyzed, as a result of which three levels are distinguished: efficient use of materials; product life extention; smart production and use of products. The connection between the circular economy and sustainable development was implemented. Rozważono uwarunkowania konieczności zrównoważenia wyrobów budowlanych. Poczynając od przesłanek filozoficznych, takich jak „piękna idea”, „konieczność cywilizacyjna”, aż po „imperatyw termodynamiczny”. Nawiązano do dokumentu ONZ Nasza wspólna przyszłość i encykliki ekologicznej papieża, a także do Wymagań Podstawowych, CPR-UE 305, aż po konsekwencje zasad termodynamiki. Wskazano, że zasady termodynamiczne, jako prawa naturalne, oddziałują niezależnie od ich uświadomienia i sposobu sformułowania. W budownictwie prawa termodynamiki są znacznie mniej uświadamiane niż prawa mechaniki. Pokazano, że Wymagania Podstawowe ewoluowały w historii i obecnie coraz mocniej nawiązują do zasad termodynamiki. Zdefiniowano barierę termodynamiczną i wskaźnik zysku do nakładu energetycznego (EROI) oraz przytoczono postulat przemiany prometejskiej w technologii. Przeanalizowano, jak te uwarunkowania stanowią o konieczności i ograniczeniach innowacyjności budowlanej. Podkreślono nadzieje związane z gospodarką obiegu zamkniętego i wykorzystaniem w technologii zjawiska synergii oddziaływania pomiędzy składnikami kompozytów budowlanych.

Conditions for the necessity of sustainable construction products have been considered, beginning with philosophical premises such as „a beautiful idea”, „civilization necessity” and „thermodynamic imperative”. Reference was made to the „Our Common Future” UN document, the Pope's ecological Encyclical, and to the CPR-EU 305 Basic Requirements, as well as to the consequences of the principles of thermodynamics. It has been shown that thermodynamic laws, as natural laws, act regardless of one’s awareness of their existence or the laws of their formulation. In building construction there is a lot less awareness pertaining to the laws of thermodynamics than there is surrounding the laws of mechanics. Throughout history the Basic Requirements have evolved and now are closely related to the principles of thermodynamics. In the paper the thermodynamic barrier and the profit-to-energy ratio, EROI, were defined, and the postulate of the Promethean transformation in technology was presented. An analysis was carried out of how these conditions determine the necessity and limitations of construction building innovation. In the paper there is emphasis on the hope of the further development of circular economy and the use of the synergy of interaction between the components of building composites in technology.
