Uwarunkowania prawne określają następstwo zdarzeń w procesie budowy światłowodów, precyzując, jakie kroki zobowiązany jest przeprowadzić inwestor, by zrealizować zamierzoną inwestycję. Powinno to oznaczać, że – dokonując implementacji procesu – inwestor powinien mieć zagwarantowany rezultat przy spełnianiu nakładanych na niego wymogów. Jednak czy tak jest? Artykuł prezentuje algorytm, odzwierciedlający realizację procesu uzgodnień i uzyskiwania decyzji wymaganych dla FTTH doziemnego wraz z weryfikacją zaproponowanego algorytmu na podstawie studium przypadku prezentującego wykonalność inwestycji na drogach gminnych. Wsparcie komputerowe optymalizacji procesu inwestycyjnego w obszarze sieci światłowodowych zapewnia analizę kosztów poszczególnych elementów sieci, trasowania i projektowania. Jednak oprogramowanie to nie uwzględnia przebiegu procesu uzgodnień projektów, co w rzeczywistości decyduje, czy dana inwestycja jest wykonalna.

The legal condition ings determine the succession of events in the process of optical fiber construction, specifying what steps an investoris required to carry out to accomplish the intended investment. This should mean, that when meeting the requirement simposed on him and implementing the process, the investor should have a guaranteed result. However, is it like that? The article presents an algorithm reflecting the execution of the arrangement process and obtaining the decisions required for FTTH ground-based together with the verification of the proposed algorithm based on a case study demonstrating the feasibility of investments on municipalroads. The issue of optimizing the investment process in the field of fiber-optic networks is considered in detail, having regard to costs of individual elements of the network, to routing and planning. This software however does not take the course of the arrangement process in to account, which in fact decides whether a given investment is manageable.

The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

Sferą publiczną znajdującą się najbliżej mieszkańców zarządza samorząd terytorialny. Ustawodawca powierzył mu szereg zadań, które z pewnością należy określić jako podstawowe z punktu widzenia lokalnych i regionalnych społeczności. Wśród tego rodzaju zadań, mających charakter użyteczności publicznej, znajduje się również te, które dotyczą telekomunikacji. Jednostki samorządu terytorialnego jako podmioty finansowane w zdecydowanym zakresie ze środków publicznych mogłyby nadużywać swojej pozycji rynkowej, konkurując z przedsiębiorstwami telekomunikacyjnymi, w związku z czym zostały one przez prawodawcę zobowiązane do przestrzegania reguł gry rynkowej, w tym uczciwej konkurencji. Nie mogą więc one w zakresie działalności telekomunikacyjnej, czy też w przypadku budowy infrastruktury telekomunikacyjnej i jej udostępniania, nadużywać swojej pozycji.

Budowa szerokopasmowej infrastruktury telekomunikacyjnej to konieczność dla dynamicznego rozwoju gospodarki, zatem wsparcie tego procesu przez przygotowanie odpowiedniego otoczenia legislacyjnego jest istotnym czynnikiem dla jego przyśpieszenia. Wyłączenie sporu co do szerokości pasa eksploatacyjnego oraz ograniczenie z 3 do 2 opinii biegłych sądowych stanowiłoby znaczne uproszczenie oraz nadałoby tym sprawom dynamiki wymaganej przez budowę nowoczesnych sieci szerokopasmowych.

The construction of broadband telecommunications infrastructure is a necessity for dynamic development of the economy, therefore support for this process by preparing the right legislative environment is an important factor for its acceleration. Turning off the dispute over the width of the operating belt and limiting forensic expert opinions from 3 to 2 would be a significant simplification and would give these cases the dynamics required by the construction of modern broadband networks.

Polish maritime administration, implementing the regulations of the European Union on Vessel Traffic Monitoring and Information System (VTMIS) and ships reporting formalities, currently forwards into operation National Maritime Safety System (KSBM). The paper presents telecommunications infra-structure of the systems with particular emphasis on the Pomeranian Telecommunication Bus, which has enables the efficient communication between sensors and transmission and exchange of data between users and meet expected requirements of e-navigation, structure and tasks of the telecommunication network and data transmission and exchange rules.

The aim of this article is to determine the effect of various elements of telecommunication infrastructure for the development of enterprises in individual voivodeships. In the first part of the article the present author has characterized the telecommunications infrastructure and presented it as a factor in the development of enterprises. In the second part, based on statistical data, the relationship between the development of telecommunications infrastructure and the enterprise development in individual voivodeships in 2006-2010 was examined.

W pierwszej części artykułu scharakteryzowano infrastrukturę telekomunikacyjną oraz przedstawiono ją jako czynnik rozwoju przedsiębiorstw. W części drugiej, na podstawie danych statystycznych zbadano zależności pomiędzy rozwojem infrastruktury telekomunikacyjnej i rozwojem przedsiębiorstw w poszczególnych województwach w latach 2006-2010.

In land forces tactical operations the field communication knots are deployed periodically in various regions depending on the development of situation in a given area (region). The organisation and equipment of communication knots of permanently functioning command posts depends on a given command post role and purpose on a selected command level. A discussion is being held about technical and organisational concept of field communication knots as new equipment is systematically supplied into communication forces and a necessity arises to ensure compatibility with the alliance forces communication means. The author of the article has tried to present organisational and technical structure of communication knots with state-of-the art equipment.
