In terms ofstrategic developments on the international arena, recent years were characterized by a series of strategic changes: the Washington administration declared the US intention to shift its military effort towards the Asia-Pacific region, in order to further maintain its global strategic superiority. This intention was based on the perception of increasing Chinese military capabilities in the region, and economic ones at the global level; China continued to strengthen its economic position at the global level, simultaneously with the identification of new energy resources, Russia reformed its military forces and France reaffirmed its traditional position in Africa.

The paper presents an analysis of the results of ultrasound transmission tomography (UTT) imaging of the internal structure of a breast elastography phantom used for biopsy training, and compares them with the results of CT, MRI and, conventional US imaging; the results of the phantom examination were the basis for the analysis of UTT method resolution. The obtained UTT, CT and MRI images of the CIRS Model 059 breast phantom structure show comparable (in the context of size and location) heterogeneities inside it. The UTT image of distribution of the ultrasound velocity clearly demonstrates continuous changes of density. The UTT image of derivative of attenuation coefficient in relation to frequency is better for visualising sharp edges, and the UTT image of the distribution of attenuation coefficient visualises continuous and stepped changes in an indirect way. The inclusions visualized by CT have sharply delineated edges but are hardly distinguishable from the phantom gel background even with increased image contrast. MRI images of the studied phantom relatively clearly show inclusions in the structure. Ultrasonography images do not show any diversification of the structure of the phantom. The obtained examination results indicate that, if the scanning process is accelerated, ultrasound transmission tomography method can be successfully used to detect and diagnose early breast malignant lesions. Ultrasonic transmission tomography imaging can be applied in medicine for diagnostic examination of women’s breasts and similarly for X-ray computed tomography, while eliminating the need to expose patients to the harmful ionising radiation.

Występowanie luki innowacyjnej pomiędzy Stanami Zjednoczonymi i Unią Europejską jest równie oczywiste, jak występowanie luki innowacyjnej pomiędzy Polską i pozostałymi krajami Unii Europejskiej. Innowacyjność polskiej gospodarki jest wyraźnie poniżej średniej europejskiej, jakkolwiek Polska zaliczana jest do grupy krajów nadrabiających dystans, od których oczekuje się szybszej likwidacji powyższej luki. Celem opracowania jest próba wskazania kierunków najważniejszych działań zmierzających do znaczącego przeobrażenia polskiej gospodarki, raczej w kierunku pozycji liderów niż szeregowych uczestników innowacyjnego wyścigu. Te kierunki działań powinny wiązać się z przezwyciężaniem słabych stron polskiej innowacyjności, chociaż z drugiej strony powinny wzmacniać i wykorzystywać jej mocne strony, rozwijać polskie specjalności. Wśród szeregu działań niezbędnych dla przezwyciężenia luki innowacyjnej można wymienić: pobudzanie rozwoju przedsiębiorczości, znaczące uproszczenie przepisów, wzmacnianie wsparcia dla MSP i szkolnictwa wyższego oraz związków pomiędzy nimi.

The existence of the innovation gap between the US and the European Union is as evident as the existence of the innovation gap between the Poland and the EU. Poland's innovation performance is well below the EU average, however Poland as one of the catching-up countries is expected to close the gap. In this paper the author tries to recommend the most important courses of action to transform the Poland's economy into leader's rather than follower's position. These courses of action should correspond with the weakest points of Poland's innovation performance. But on the other side there is a need to strentgthen the strong points and to develop national specialities. Overcoming the weaknesses and making the most of the advantages and opportunities we have at our disposal. These are: strengthening of stimulation of entrepreneurship, big change for the bet-ter of regulation, stronger support for SME's and universities and links between them, among other things necessary for bridging the innovation gap.
