Spośród przyczyn wypadków drogowych, stan zdrowia kierujących, ich ułomności psychofizyczne, psychologiczne zasadniczo umykają ocenie organów procesowych, Jeśli zostaną ujawnione, traktowane są jako okoliczności świadczące o umyślnym naruszeniu zasad bezpieczeństwa. Tymczasem głosowane orzeczenie, ważne dla praktyki, rzuca nowe światło na tę problematykę. Ułomności stanu zdrowia wcale bowiem nie muszą być podstawowymi przyczynami wypadków. Niezbędne jest bowiem ustalenie związku przyczynowego między wpływem ujawnionych niesprawności a zaistniałym zdarzeniem drogowym. Ów związek nie musi być wcale powiązany z postawionym oskarżonemu zarzutem. Okoliczność, że nienależycie dokonywał obserwacji, czy nieprawidłowo oceniał prędkość innego uczestnika ruchu wymaga udowodnienia, a nie lakonicznego stwierdzenia, że na przykład opóźnił czas reakcji. Warto aby na tę kwestię zwrócili uwagę opiniujący biegli.

From among the causes of traffic accidents, drivers’ health condition, their psychophysical and psychological disabilities are generally overlooked in the appraisals made by judicial authorities. If disclosed, they are treated as circumstances indicating deliberate violation of safety rules. However, the judgement commented on in the article, important for the practice, sheds a new light on this problem. Health impairments need not be the primary causes of accidents. It is fundamental to determine the causal link between the impact of disclosed disabilities and the traffic incident. This link need not be associated with the charge brought against the defendant. The circumstance that his observations were not careful enough, that he miscalculated the speed of another traffic participant requires to be proved instead of the laconic statement that, for instance, he delayed the reaction time. It would be worthwhile for court witnesses to devote their attention to the problem.

Using narcotic drugs and psychotropic substances in the modernworld becomes increasingly popular. Unfortunately, despite the diffuse of drug use in non-medical purposes, knowledge about the dangers of using them is not widespread. The article presents the devices for initial testing on drugs as an innovation that help preventing especially impaired driving. The development of modern forensic technology in relation to the detection of psychoactive substances in the human body may be the innovation to help people realize how drugs are dangerous while weakening human psychomotor abilities.

Koordynacja wzrokowo-ruchowa jest szczególnie ważna w pracy zawodowych kierowców. Najważniejszymi spośród cech wymaganych jest koncentracja i czas reakcji. Aby zwiększyć poziom bezpieczeństwa transportu, jak również ograniczyć liczbę zdarzeń niepożądanych i wypadków tworzy się nowe przepisy lub normy czasowe ograniczające czas pracy i pozwalające na odpowiednią ilość odpoczynku. Coraz częściej stosuje się aparaty badające zdolności psychofizyczne badanych lub treningi symulatorowe, pozwalające na weryfikację i doskonalenie reakcji oraz zachowań kierowców w nieoczekiwanych sytuacjach. W niniejszym artykule przedstawiono badania przeprowadzone na symulatorze pojazdu osobowego przy użyciu Aparatu Piórkowskiego. Badania mają na celu ocenę wpływu treningu symulatorowego na zdolności psychofizyczne badanego kierowcy oraz zweryfikowanie tezy, że trening symulatorowy zwiększa koncentrację kierowcy, a co za tym idzie prowadzi do podwyższenia poziomu bezpieczeństwa transportu.

Visual-motor coordination is particularly important in the professional drivers work. The most important of the required characteristics are concentration and reaction time. To improve level of transport safety as well as reduce number of adverse events and road accidents new regulations and rules are created. More and more often devices which measure the psychophysical ability of the respondents are used. They can verificate level of concentration and improve driver reaction and behavior in unexpected situations. The research aims to assess the impact of simulator training on the psychophysical ability of tested driver and verify the thesis that simulator training increases driver alertness, and thus leads to an increase in the level of transport safety.
