Lack of implementation of the maintenance obligation is becoming an increasingly important social problem. The article shows various legal institutions which are to help satisfying the needs of people entitled to alimony who do not get them, and who are not able to stand by themselves. The aim of the paper is to present ways to help such people, both in the light of public and private law. The article discusses the conditions that have to be met in order to be allowed to get public support.

W opracowaniu określono poziom absorpcji środków z UE w latach 2007-2013 przez duże przedsiębiorstwa na realizację projektów z zakresu promowania czystego transportu miejskiego. Uwzględniono podział pozyskanych środków z UE na programy operacyjne. Źródło danych stanowiła baza SIMIK Ministerstwa Infrastruktury i Rozwoju (stan na 30.04.2014). W latach 2007-2013 duże przedsiębiorstwa zrealizowały 38 projektów na łączną wartość 7,62 mld zł. Dofinansowanie z UE wynosiło 3,69 mld zł, z czego 3,38 mld pochodziło z PO Infrastruktura i Środowisko.

In the study the level of absorption of EU funds in 2007-2013 by large enterprises for the implementation of projects related to the promotion of clean urban transport was described. The analysis takes into account the division of the funds obtained from the EU operational programs. Data source was the SIMIK database prepared by Ministry of Infrastructure and Development (at the date of 30.04.2014). In 2007-2013, large enterprises have carried out 38 projects for a total value of 7.62 billion PLN. Funding from the EU amounted to 3.69 billion PLN, of which 3.38 billion came from the Operational Programme Infrastructure and Environment.

В статье рассматривается проблема государственной поддержки крупных общественно значимых инвестиционных проектов в контексте организации государственночастного партнерства для их реализации. Характеризуется система индивидуальной государственной поддержки, существующая в Республике Беларусь в настоящее время, обосновывается необходимость ее совершенствования, указываются перспективные направления ее развития. Излагается концепция государственной поддержки крупных общественно значимых инвестиционных проектов, предполагающая дифференцированный подход к ее оказанию, указывается методическая основа для проведения экономических обоснований.

The problem of state support for large investment projects of public interest is discussed in the article in the context of public-private partnerships arrangements for their implementation. The article deals with the system of individual state support that exists in the Republic of Belarus at the moment, the necessity to improve it, indicates forward-looking directions of its development. Introduces the concept of state support for large investment projects of public interest, which implies a differentiated approach to provide support, indicates a methodical basis for feasibility studies.

The paper presents general terms relating to conditions of solar power area in Poland, financing and public support for using solar collectors in the country. It’s been compared the Polish solar power area with the other Europe Union countries, and also considered prediction of future using solar power.
