Urban environmental acupuncture for improving the sustainability of dense city areas – Polish experiences from the SALUTE4CE project

The idea of urban environmental acupuncture postulates, that in areas with no space available for green spaces, sustainability and climate resistance can be improved by small green spots in key locations. The project SALUTE4CE established pilot environmental acupuncture strategies in Central-European cities. The author was responsible for elaborating an Action Plan for the functional area of Chorzów, Ruda Śląska and Świętochłowice, Poland. The project aimed at finding spots with potential outcomes in terms of sustainability, reducing urban heat islands and improving comfort and quality of spaces, with nature based solutions: from planting climate resistant vegetation and restoring biodiversity, through improving local retention, to green roofs or vertical walls. The concept assumes, that acting in many small places can bring synergic effects and contribute to urban regeneration. Four pilot spots have been constructed so far, and other interventions shall be realized in the coming years. So far the project results have been disseminated in project documents and reports. This paper aims at a summary of project experiences and perspectives in regard to participating Polish cities.

The purpose of the article is to present the functioning of a new European Union instrument – Integrated Territorial Investment (ITI). The instrument promotes spatial cohesion and affects local and regional economies. Its aim is to make it easier to run territorial strategies that need funding from different sources. The article describes the use of ITI on the Municipal Functional Area of Bydgoszcz and Toruń. The use of ITI, in line with the European Commission's assumptions, should lead to a closer cooperation between units forming an urban functional area. It also should motivate them to solve current problems together, and enable the use of common values - historical, geographic and natural in the Kujawsko-Pomorski region.

Celem artykułu jest przedstawienie funkcji nowego narzędzia Unii Europejskiej – Zintegrowanych Inwestycji Terytorialnych (ZIT). Instrument wprowadzony przez UE służy do wspierania spójności przestrzennej oraz wpływa na gospodarki lokalne i regionalne. Problem ukazany został na przykładzie Miejskiego Obszaru Funkcjonalnego Bydgoszczy i Torunia. Wykorzystanie tego narzędzia, zgodnie z założeniami Komisji Europejskiej, ma skłonić do zacieśnienia współpracy pomiędzy jednostkami tworzącymi miejski obszar funkcjonalny oraz zmotywować je do wspólnego rozwiązywania aktualnych problemów, a także umożliwić wykorzystanie wspólnych walorów – historycznych, geograficznych i przyrodniczych regionu kujawsko-pomorskiego.

The paper attempts to identify the scope of urban policy in the context of re-orientated responsibilities in the area of environmental protection and stimulating sustainable development in cities. At theoretical level, it makes references to urban regimes theory, the idea of urban resilience, paradigms of place-based development policy, and ecosystem-based management. The main objective of the paper is to identify the scope of urban policy and key areas for activities pursued by local authorities in the light of identified environmental threats and priority action areas. Cities and towns of the Lodz Metropolitan Area were selected for the case study.

In the era of suburbanization, urban development is carried out in functional urban areas. Regardless of the intentions of planners, an increased role of flow in the modern economy determines the growing importance of the spatial processes of metropolization, which concern both the relationships between large cities and the relations within the cities’ functional areas. Consequently, the analyses, recommendations and instruments to support urban development should address the spatial scale of functional areas (metropolitan), and not merely the core cities. In view of the observed processes of civilization, the contemporary challenges for urban policy are associated with increasing density and compactness of urban development and with the reduction of relative distances within metropolitan areas. The competitive position of cities depends, to an increasing extent, on the social potential (human and social capital) and economic development of the entire functional urban area. This is the most important and most difficult challenge for both planners and the governing bodies of the cities of the future.

Rozwój miast w dobie suburbanizacji realizuje się w obszarach funkcjonalnych miast. Niezależnie od intencji urbanistów, wzrost roli przepływów we współczesnej gospodarce przestrzennej determinuje rosnące znaczenie procesów metropolizacji dotyczących relacji pomiędzy dużymi miastami i wewnątrz ich obszarów funkcjonalnych. W konsekwencji zarówno analizy, rekomendacje, jak i instrumenty wspierania rozwoju miast winny dotyczyć skali przestrzennej obszarów funkcjonalnych (metropolitalnych), a nie tylko miast rdzeniowych. Wobec obserwowanych procesów cywilizacyjnych współczesne wyzwania dla polityki miejskiej wiążą się ze zwiększaniem gęstości i zwartości zagospodarowania miast oraz ze zmniejszaniem względnych odległości wewnątrz obszarów metropolitalnych. Pozycja konkurencyjna miast zależy w coraz większym stopniu od potencjału społecznego (kapitału ludzkiego i społecznego) i gospodarczego całego miejskiego obszaru funkcjonalnego. Stanowi to najważniejsze i najtrudniejsze wyzwanie dla planistów i organów zarządzających miastami przyszłości.
