The resilience of social logistics systems – introduction

Purpose: The article aims to formulate basic assumptions defining the resilience of complex systems falling within social logistics' scope of interest. The article emphasizes the importance of general systems theory for the contemporary understanding of management sciences, with particular emphasis on logistics. The authors of the article have also characterized, based on the current state of literature, the concept of social logistics as one of the three "clean" types of logistics, positioning it alongside military and economic logistics Design/methodology/approach: The article presents an overview of approaches to the crystallizing issue of social logistics in literature. The analyzed object of research was referred to the general theory of systems and conclusions were drawn in the form of proposals to shape the social logistics system. In addition, the authors presented an original proposal for the composition of the social logistics system based on observation of the activities of social entities and in-depth analysis of Polish and foreign literature. Findings: Then it was proposed to consolidate the term 'social logistics system resilience' and to conduct empirical research along with an outline of the research procedure. The proposed research procedure will be used and the results of research conducted in accordance with it – described in subsequent articles of the authors. Social implications: In the article, it was concluded that the subject of the study is relatively broad, and the link between the topic of social logistics and supply chain resilience is a research gap that will be filled by series of articles, the starting link of which is this one. The analyzes contained in the article refer to a large extent to the problems of comfort in social life, with particular emphasis on human needs of a social nature. Originality/value The originality of the article express in compiling the issues of social logistics with issues of systems’ resilience. In the face of the constantly observed negative phenomena disrupting the functioning of social logistics systems, the topic of their resilience is of particular importance.

W związku z brakiem badań teoriopoznawczych i praktycznych w zakresie związków logistyki i funkcjonowaniem organizacji szkolnej zasadnym wydaje się postawienie pytania o użyteczność logistyki na potrzeby organizacji szkolnej. Celem artykułu w związku z tym jest teoretyczna eksploracja tak postawionego problemu badawczego. Na kanwie pewnych założeń dotyczących specyfiki funkcjonowania organizacji szkolnej podjęta została próba odpowiedzi na pytanie o możliwość wykorzystania dorobku logistyki w funkcjonowaniu organizacji szkolnej.

Logistics is more and more often used in public service delivery processes. One of such services is education. Due to the lack of epistemological and practical research in the field of logistics relations and the functioning of the school organization, it seems legitimate to ask the question about the usefulness of logistics for the needs of the school organization. The aim of the article is therefore the theoretical exploration of such a set research problem. Based on certain assumptions about the specifics of the functioning of the school organization, an attempt was made to answer the question about the possibility of using the achievements of logistics in the functioning of the school organization.

Przedstawione rozwiązania, warunkowane przede wszystkim rozwojem technologicznym współczesnego świata, wymagają redefinicji struktur i procesów logistycznych. Z drugiej strony otwierają także dyskurs logistyczny na nowe wyzwania.

The article discusses the impact of the sharing economy on the development of logistic discourse. Changing people's attitude to the issue of ownership and striving to stay in communities gave rise to the concept of sharing. The presented solutions, conditioned primarily by the technological development of the modern world, require a redefinition of logistics structures and processes. On the other hand, they also open a logistics discourse on new challenges.

The article discusses the essential problem of a logistics' role in crisis management. The author proves that the latter is not possible without a social logistics' support. These two disciplines are joined in common paradigm of sustainable development. Developing this knowledge requires a system and interdisciplinary approach. Regardless a discussion on institutional limits of logistics, the management sciences can be a standardizing and consolidating platform for crisis management and social logistics.

The article attempts to systematize the organization with a network structure in the area of social logistics in reference to crisis situations. The definition of social logistics against the existing understanding of logistics was presented. Logistics in crisis situations was also characterized with indication to organization with a network structure that implements logistics tasks in crisis situations. The study included the review and classification of the network organizations and the characteristic of the network structure. The types of network relations, which are important in the area of logistic in crisis situations, were defined. The article identified types of organization with a network structure, which may have significant importance for the realization of the objectives in crisis management. The conditions for the creation and development of the organization with a network structure in the area of logistics in crisis situations were shown.

The purpose of this article is to present an approach to the methods of stimulating creativity in the framework of social logistics. The study included the place of social logistics in logistics. Briefly the idea of the methods to stimulate creativity was characterized. For the purpose of the work simple and effective method of de Bono's six hats was selected and defined. In detail the steps necessary for the proper process of the workshop were described. Then, an attempt was made to create a scenario of the workshop to stimulate creativity with a description of the elements necessary to carry it out.

Zarządzanie kryzysowe obejmuje zdolność określonej społeczności i odpowiadającej jej administracji publicznej do zapanowania nad zagrożeniami oraz zakłóceniami, kryzysami i katastrofami na terenie funkcjonowania tej społeczności. W szczególności dotyczy to zapewniania ciągłości działania systemów infrastruktury krytycznej państwa. Już intuicyjnie oczywiste jest, że zagadnienie zarządzania kryzysowego w ujęciu naukowym ma charakter interdyscyplinarny, dotyczący co najmniej obszarów nauk: społecznych, przyrodniczych, technicznych, rolniczych i leśnych oraz medycznych i o zdrowiu. Tymczasem często ujmuje się wciąż zarządzanie kryzysowe jako prostą kontynuację niegdysiejszej obrony cywilnej. Pokutuje to dominowaniem optyki właściwej dla służb powołanych do niesienia pomocy. Tymczasem dla praktyki samoorganizacji społeczności, której może dotknąć kryzys, ważniejsze są dwie inne perspektywy: (a) tej właśnie społeczności i jej społecznego zorganizowania oraz (b) podmiotów będących operatorami elementów systemów infrastruktury krytycznej państwa znajdujących się na terenie funkcjonowania tej społeczności. Wskazuje to na potrzebę nowego spojrzenia na zarządzanie kryzysowe, uwzględniającego specyfikę kolejnych koncepcji naukowych związanych z nowymi dwiema perspektywami – logistyki społecznej oraz ryzyka operacyjnego.

Crisis management involves the ability of the community and its corresponding public administration to mastery of threats and disturbances, crises and disasters in the functioning of the community. In particular, the provision of continuity of operation of the critical infrastructure of the state. Already it is intuitively obvious that the issue of crisis management in terms of research is interdisciplinary, for at least the areas of science: social, natural, technical, agricultural and forestry products, and medical and health. Meanwhile, still often recognized emergency management as a simple continuation of the former civil defense. This lingering dominate optics appropriate for the services called for assistance. Meanwhile, the practice of self-organized communities which can affect the crisis, more important are the two different perspectives: (a) that was the community and its social actors organize and (b) operators of critical infrastructure systems, components state located in the functioning of the community. This points to the need for a new approach to crisis management, taking into account the specificities of the next academic concepts related to new two perspectives - social logistics and operational risk.

Logistyka społeczna jest nowym nurtem logistyki, w którym kryterium maksymalizacji zysku zastępowane jest przez kryterium dobra społecznego. Ta podstawowa cechy i jednocześnie dominujący atrybut logistyki społecznej powoduje, że jest ona jednym z elementów stymulujących rozwój regionalny. Rozwój ten może zostać przyspieszony poprzez wpływ podmiotów podejmujących działania innowacyjne w regionie. Stąd umiejętność identyfikacji kryteriów oraz ocena podmiotów pod kątem ich wpływu na możliwości przyspieszenia rozwoju logistyki społecznej są istotnym elementem badań w tym obszarze. Wychodząc naprzeciw tym potrzebom, w artykule zaproponowano metodę identyfikacji i selekcji kryteriów, stanowiących podstawę oceny podmiotów innowacyjnych w kontekście ich wpływu na rozwój logistyki społecznej w regionie. Metoda została zweryfikowana na podstawie testowego zbioru danych, pochodzących od grupy klinik medycznych zlokalizowanych w Warszawie. Uzyskane wyniki pozwalają sądzić, że metoda jest efektywnym narzędziem wspierającym proces oceny i jednocześnie gwarantującym wysoką jakość, standaryzację i powtarzalność całego procesu.

Social logistics is a new trend of logistics, where the principle of maximizing profit is replaced by the criterion of social good. This basic features and the dominant attribute of social logistics makes it one of the elements stimulating regional development. This development can be accelerated by the impact of entities undertaking innovative activities in the region. Thus, the ability to identify the criteria and assessment of entities in terms of their impact on the possibility of accelerating the development of social logistics are an important element of research in this area. To meet these needs in the paper is proposed a method for the identification and selection of the criteria underlying the evaluation of innovation entities in terms of their impact on the development of social logistics in the region. The method has been verified on the basis of the test data source from a group of medical clinics located in Warsaw. The obtained results indicate that the method is an effective tool for supporting the evaluation process guaranteeing its high quality, standardization and repeatability.

Operatorzy logistyczni ciągle poszukują nowych elementów umożliwiających wyróżnienie się wśród licznej grupy oferentów świadczących usługi logistyczne. W artykule przedstawiono możliwości poszukiwania przez operatów logistycznych nowych ścieżek rozwoju poprzez świadczenie usług logistycznych w nowym pozabiznesowym obszarze jakim może być logistyka społeczna.

The logistics services providers operating an polish market are the strong group which provides wide range of logistics services, focused on different sectors. The activity in services area doesn't them the competitive advantage. The competition among TSL provides is still going. That is the reason why TSL are still searching for effective strategy. In the paper the assumption was made, that using new strategy focused on social logistics can be a source of competitive advantage.

Artykuł przedstawia wybrane problemy związane z obsługą logistyczną Mistrzostw Europy w Piłce Nożnej UEFA EURO 2012, które odbyły się w Polsce i na Ukrainie. Zarządzanie logistyczne międzynarodową imprezą sportową stanowi nie tylko integralną jej część, ale także warunkuje sprawny jej przebieg. Jednakże, ze względu na obszerność tematu, przedstawione zostały rozwiązania logistyczne odnoszące się głównie do obszaru Polski. W szczególności uwaga została zwrócona na wstępne uwarunkowania organizacji EURO 2012 oraz na zakres podjętych działań logistycznych, stanowiących obszary wsparcia dla przebiegu Mistrzostw. Analizą zostały objęte główne przedsięwzięcia inwestycyjne w zakresie infrastruktury stadionowej i transportowej, a także zakres obsługi transportowej, zapewniającej sprawne i płynne przemieszczenia wszystkim uczestnikom EURO 2012. Obsługa ta obejmuje krajowy transport lądowy, transport lotniczy oraz publiczny transport w miastach gospodarzach. Ponadto, zwrócona została również uwaga na kolejne zadanie logistyczne, związane z zapewnieniem bezpieczeństwa wszystkim uczestnikom Mistrzostw oraz z zapewnieniem porządku jej przebiegu.

This article presents some selected problems associated with logistical support of the 2012 UEFA European Championship held Poland and Ukraine. Logistics management of an international sporting event not only constitutes its integral part, but also determines the smooth course of the event proceedings. However, because of the breadth of the subject, the presentation of logistic solutions has been limited to embrace only the solutions utilized in Poland. In particular, attention has been paid to the initial conditions for the organization of EURO 2012, as well as the scope of logistics activities undertaken to support the course of the Championships. Major investment projects in the field of stadium infrastructure and transport have been analyzed, as well as the range of transport services that ensured the smooth and seamless movement of all participants of EURO 2012. This support included national land transport, air transport and public transport in the host cities. In addition, attention has also been paid to the next logistics task that is the one related to ensuring the safety of all participants and the smooth course of the Championships.

Social networks and the situation of blood donation in Poland: a logistics perspective

This article aims to present the impact of social networks on the formation on the flow of blood and its components in the civilian blood donation system in Poland. The civilian blood donation system in Poland consists of 21 independently-functioning supply chains of blood and its components (Szołtysek, Twaróg 2009, p. 15). Today, logistics plays a secondary role in the management of blood supply chains, and the integration of flow is performed randomly and intuitively. The rapidly growing recognition of social logistics (T. Takahasi 1988, pp. 245 - 251; Tenhunen 2008, pp. 515-534; Szołtysek 2010, pp. 2-6; Szołtysek 2011, pp.13-18) provides tools to improve the efficiency of the blood donation system in terms of both the existing blood supply chains, and the potential offered by network structures. An unexpected change in demand for blood and its components probably induces a bullwhip effect, and the organizations that form the chains have to deal with supplies unreasonable in terms of their size and structure. A major role in this process is played by social networks, as a source of general mobilization among potential blood donors. Finding a way to change the relationship between social networks and the system of blood donation may minimize the disruptions occurring in the flow of blood and its components in Poland.

Celem artykułu jest prezentacja wpływu sieci społecznych na kształtowanie przepływów krwi i jej składników w systemie cywilnego krwiodawstwa w Polsce. System cywilnego krwiodawstwa w Polsce składa się z 21 niezależnie funkcjonujących łańcuchów dostaw krwi i jej składników (Szołtysek, Twaróg 2009, s. 15). Współcześnie logistyka w zarządzaniu łańcuchami dostaw krwi odgrywa drugorzędną rolę i integracja przepływów dokonywana jest przypadkowo i intuicyjnie. Zdobywająca coraz większe uznanie logistyka społeczna (T. Takahasi 1988, pp. 245-251; Tenhunen 2008, pp. 515-534; Szołtysek 2010, pp. 2-6; Szołtysek 2011, pp. 13- 18) narzędzia zwiększające skuteczność funkcjonowania systemu krwiodawstwa zarówno w aspekcie istniejących łańcuchów dostaw krwi jak również potencjału oferowanego przez struktury sieciowe. Niespodziewana zmiana popytu na krew i jej składniki prawdopodobnie wywołuje efekt byczego bicza i jednostki wchodzące w skład tych łańcuchów muszą poradzić sobie z nieuzasadnionymi (wielkości oraz strukturze) tworzącymi się zapasami. Dużą rolę w tym procesie odgrywają sieci społeczne będące źródłem powszechnej mobilizacji wśród potencjalnych dawców krwi. Znalezienie sposobu na zmianę stosunków między sieciami społecznymi a systemem krwiodawstwa może być sposobem na łagodzenie zakłóceń występujących w przepływach krwi i jej składników w Polsce.
