Autor omawia wyniki badań nad stanem szkolenia w zakresie powszechnej samoobrony oraz rozważa możliwości zwiększenia jego skali i efektywności w wyniku zastosowania nowych metod kształcenia na odległość. Analizuje akty prawne dotyczące tego rodzaju szkolenia, a także ocenia sam proces edukacji, wykorzystując dane zawarte w dokumentach oraz uzyskane podczas badań empirycznych przeprowadzonych metodą sondażu diagnostycznego. Z badań wynika, że prowadzenie szkoleń w zakresie powszechnej samoobrony jest niezbędne do podniesienia poziomu wiedzy społeczeństwa oraz dobrego przygotowania się na wypadek wystąpienia zagrożenia. Wykorzystanie nowych technologii kształcenia w postaci d-learningu umożliwi przeszkolenie większej liczby obywateli w krótszym czasie.

The aim of the article is to present the results research on the realization of the common self-defense training and to assess the possibility of improving this training using new methods of distance education (learning). The first part of the article was reviewing and evaluating the existing legal acts in the field of training from the common self-defense. Then, the learning process was evaluated by analyzing the data contained in the literature and on the basis of the empirical studies conducted by the diagnostic method. The final part of the article was made based on the literature study about distance learning. The research included in the article shows up that realization of the common self-defense training is necessary to improve the knowledge of citizens and better prepare in the event of a threat. The use of new education technologies in the form of d-learning will allow to training more citizens in a shorter time.

In the light of Polish law regulations, common self-defence is a component of civil defence in the area of population protection and rescuing the injured, provided that civil defence has an inter-disciplinary dimension and is conducted not only by civil defence forces. The activities of the population’s common defence include only wartime and the warthreatening period, activities of a getting ready character refer only to peacetime. This state does not reflect the reality as current threats to national security concern not only wartime events but also many others, both of conflict and non-conflict character. National defence - that is the whole means and forces of the state, their mutual relations and processes (procedures and mechanisms), influencing their environment in order to prevent and counteract all kinds of threats aiming at the national interest, threats against social values which could lead to break off social, economic and political ties. Common self-defence has its place in national defence. It is a form of national defence, which consists in spontaneous (permanent and temporary) population’s organisation in their place of residence in order to counteract life and health hazards, threats to their possession, to the environment resulting from human actions and nature forces - against people and the nature. Common self-defence includes non-governmental activities participated by nongovernmental institutions, churches and individual citizens who in time of threat undertake individual or collective preventive actions.

The author presented the notion and function of self-defence institution in international law in historical and contemporary aspects. The article refers to basic international laws on the ban of aggression and war. On this background, the author has attempted to present the right to the individual self-defence of the state in case of military aggression or war. According to the author, this right exists in spite of coalition obligations and it is prior to common self-defence right. It gives complete political-legal bases to build sovereign defence doctrine.
