This paper discusses the functioning of the heritage of the village of Frydman, which is one of the most wellpreserved cases of Spisz layouts and features numerous architectural monuments. The layout, which persists in local natural conditions, appears unthreatened despite the occurrence of significant change in the cultural landscape in historical architecture. The discussion begins with an identification of surviving elements of Frydman’s structure and an investigation of the determinants of its origins, which were sequentially referenced to contemporary times and possible development trajectories. The research objective of the study was to answer the problem of the functioning of heritage in present-day legal conditions, specifically in terms of heritage conservation and spatial planning. This study clearly indicates the complexity of the problem, in which the synergy of legal provisions and the local community is a crucial area. To ensure it, both a systemic improvement of the regulation and the raising of public awareness on heritage conservation and management would be necessary.

Artykuł dotyczy funkcjonowania dziedzictwa wsi Frydman, będącej jednym z najlepiej zachowanych przykładów układów spiskich, reprezentowanych przez liczne zabytki architektury. Trwające w uwarunkowaniach naturalnych, dziedzictwo to wydaje się niezagrożone podczas zmian krajobrazu kulturowego zachodzących w zabytkowej architekturze. Rozważania rozpoczyna zdefiniowanie zachowanych elementów struktury oraz uwarunkowań ich powstania, które kolejno zostają odniesione do czasów współczesnych i możliwych dróg rozwoju. Celem badawczym było znalezienie formy funkcjonowania dziedzictwa w ramach prawnych, m.in. z zakresu ochrony dziedzictwa oraz planowania przestrzennego. Badania jednoznacznie dowodzą złożoności problemu, w którym kluczowy jest wpływ realizacji zapisów prawa na życie lokalnej społeczności. W celu poprawy sytuacji konieczne są zarówno systemowa poprawa regulacji, jak i podniesienie świadomości społecznej na temat ochrony i zarządzania dziedzictwem.

The article is an opinion in the ongoing discussion on the directions of the legislative changes in the field of rural structures in Poland, expressed mainly in connection with the forthcoming EU programming period 2014-2020. In the very centre of discussion is a new approach to planning and implementing investment activities related to land consolidation (defined as "land consolidation development") in Poland. If investments in post-consolidation development are realized in coordination with water engineering, land improvement and flood control, then even under Rural Development Programme (RDP) for 2007-2013 more funds can be raised for improving rural structures. A prerequisite for this is to create integrated guidelines for land consolidation projects.

Autor podejmuje próbę sformalizowanego opisu problemu wielofunkcyjnego rozwoju wsi, wiążąc go z uprzednim rozwojem wiejskiej infrastruktury technicznej i dążeniem mieszkańców wsi do budowy lepszej przyszłości. Na tym tle sytuuje rozwój poszczególnych rodzajów tego rozwoju, wyodrębniając niektóre jego rodzaje.

The author has attempted at a formalised description of multifunctional rural develeopment linking in with previous progress of technical infrastructure and rural dwellers' anxiety to build a better future. Against this background the author situates the evolution of individual kinds of this development and highlights some of them.

Przedstawiono charakterystykę nowoczesnych usług teleinformacyjnych i możliwości ich zastosowana na obszarach wiejskich. Dokonano przeglądu sytuacji na tych obszarach pod kątem możliwych potrzeb i zdolności użytkowania wspomnianych usług. Omówiono działania FAO wiążące się z wykorzystaniem Internetu na rzecz rozwoju wsi i obszarów o niskim stopniu urbanizacji. Wskazano na celowość stopniowego zrównoważonego rozwoju infrastruktury telekomunikacyjnej w proporcji do rzeczywistych potrzeb i umiejętności jej wykorzystania przez społeczności lokalne.

Modern telecommunications and information services are characterised. A situation on the rural areas related to needs and possibilities of use of such a services is analysed. Activity of FAO in promotion of Internet use by rural habitants is described. Underlined a concept of sustainable development of telecommunications infrastructure accordingly to growth of local habitants needs and capabilities for exploitation of contemporary telecommunications services.
