Autor rozważa różne aspekty wzajemnych związków pomiędzy lokalnymi programami rewitalizacji a projektami publicznymi, które powinny być ujęte w tych programach. Coraz większa rola kultury w ożywianiu miast uzasadnia podjęcie badań nad czynnikami kulturowymi procesów rewitalizacji. Zagadnienia te powinny być uwzględniane przy konstruowaniu programów rewitalizacji, a także przy ocenie odpowiadających im projektów. Omawiając te kwestie, zaprezentowano różne podejścia, które mogą być brane pod uwagę przy formułowaniu miejskich polityk kulturalnych (normatywne, „konceptualne", socjologiczne, strukturalne i pragmatyczne). Podano przykłady projektów rewitalizacji świadczące o celowości kojarzenia polityki kulturalnej miasta z programami rewitalizacji. Rozważania podsumowano propozycjami metodologicznymi dotyczącymi programów rewitalizacji i postawiono pytania, które mogą być pomocne w ukierunkowaniu dalszych badan w tym zakresie.

The author discusses various aspects of interrelations between the local program of urban revitalization and public projects that should be included into this program. Crowing significance of cultural component in the revitalization of cities and regions induces the development of respective theories and research. In particular, these aspects seem to have influenced the methodology of revitalization programmes and projects. The author approaches these issues from various perspectives presenting some of these concepts significant for urban cultural policies. The author focuses on the evaluation of cultural projects in terms of their structural impact and also refers to cases supporting the idea that urban cultural policies should be coordinated with revitalization programmes. As an example of this type of project the case of Krakow Kazimierz quarter is discussed. This is followed by methodological proposals for revitalization programmes and projects aimed at the redevelopment of "close-to station-areas". The revitalizations of areas adjacent to railway stations and stops that could benefit from these actions are also examined as specific cases. As strategic locations, development projects for "close-to-station" areas are having strong potentials for competitive urban/regional policies and therefore are often regarded as "flagship projects". The case of transportation centre project for the city of Krakow ("Krakow Transportation Centre") is used to illustrate the thesis that the actors of this development process could have a potential mutual benefit from their action provided that positive externalities of these projects are correctly calculated. This potential positive impact of redevelopment projects depends - among other factors - on proper relations between development projects and building up the network of public spaces that would be well connected with the urban context.

Problem rewitalizacji miast sprowadza się w aspekcie przyrodniczym do trzech podstawowych zasad: ochrony ziemi, ochrony wód i ochrony bioróżnorodności. Zasada świętości ziemi oznacza szeroko rozumiany recykling terenów zainwestowanych. Prowadzi on do zwiększania udziału terenów zieleni w strukturze przestrzennej miasta i hamuje proces jego rozprzestrzeniania się. Zasada świętości wody łączy się z czynną ochroną jej zasobów. W praktyce oznacza to, m.in. zwiększanie udziału powierzchni przepuszczalnych, retencyjnych i biologicznie czynnych w obszarach zurbanizowanych. Zasada świętości życia odnosi się do defragmentacji i odtwarzania struktury przyrodniczej miasta i ma na celu zachowanie różnorodności biologicznej. Zasady te zostały przedstawione w świetle najnowszych tendencji w europejskiej urbanistyce.

The problem of revitalization of cities amounts in natural aspect to 3 basic principles: land protection, water protection and biodiversity protection. The principle of land sacredness equals a widely understood invested areas recycling. It leads to increase in green areas share in city's spatial structure and restrains the process of its straggling. The principle of water sacredness combines with active protection of water supplies. In practice, it means, among others, increase of permeable, retaining and biologically active surfaces' share in urban areas. The principle of life sacredness refers to defragmentation and rebuilding of the city's natural structure and aims at preserving biodiversity. These principles have been presented in the light of latest tendencies in European urbanistics.
