Purpose: Review of regional innovation strategies of Polish regions to assess the scope of research methods and techniques applied during their preparation. Design/methodology/approach: Analysis of regional innovation strategies applicable in all voivodeships with respect to the research methods and techniques used during their preparation. Findings: Polish regions apply diversified methods and techniques that allow them to determine the directions of innovation development, yet in the course of smart strategy identification they encountered limitations with respect to the availability of quantitative aggregated data on the voivodeship or lower levels; therefore, some of them reached to surveys and interviews, as well as the Delphi method which allowed for mitigating the impact of these deficiencies. The regions did not focus exclusively on fulfilling the ex ante condition, but they were intent on proper designation of the priority areas with respect to the aid, which is testified by, among others, reaching to results of foresight type projects and up-dates of the prepared strategies. Originality/value: A comprehensive review of regional innovation strategies applicable in the Polish regions until 2020 and a concise analysis of methods and techniques applied during their preparation as a starting point for the improvement of processes of preparation of subsequent innovation strategies in voivodeships.

W artykule przedstawiono problematykę polityki regionalnej państwa w złożonych uwarunkowaniach procesów transformacyjnych zachodzących w skali makro, których głównym wyznacznikiem jest postępująca globalizacja zarówno w wymiarze gospodarczym, jak i społeczno-gospodarczym. Analizy i charakterystyki zawarte w niniej-szym artykule koncentrują się na celach, formach i modelach polityki regionalnej państwa, ze szczególnym uwzględnieniem praktycznego wzajemnego przenikania się i uzupełniania regionalnych i globalnych wymiarów współczesnych przekształceń i trendów rozwojowych. W artykule scharakteryzowano także inicjatywę stworzenia i wdrożenia Regionalnych Strategii Innowacji, stanowiących jeden z najważniejszych instrumentów prorozwojowej polityki regionalnej w warunkach zaostrzającej się konkurencji i globalnej rywalizacji w obszarze gospodarki.

This paper presents the issue of regional policy managed by the state in complex determinants of transformation processes occurring in macro scale, main sign (indication) of which is progressing globalisation in both economic and socio-economic dimension. Analyses and characteristic included herein are focused on objectives, forms, and models of state regional policy with special stress put on practical interpenetration and complement of regional and global dimensions of modern transformations and development trends. In this paper we characterise also the initiative for creation and implementation of Regional Innovation Strategies representing one of most important instruments of realisation of the European Union’s pro-development regional policy in conditions of tightening competition and global rivalry in area of economy.

Ważnym instrumentem wspierania i kreowania innowacyjności na poziomie wojewódzkim są Regionalne Strategie Innowacji (RSI). Ich skuteczne wdrażanie wymaga stosowania różnych metod i instrumentów zarówno operacyjnych, jak i strategicznych. Tematyką artykułu jest charakterystyka regionalnych obserwatoriów specjalistycznych oraz wskazanie ich roli jako instrumentów wspierania rozwoju inteligentnych specjalizacji w województwie śląskim. Przedstawiono koncepcję obserwatoriów aplikowanych w modelu wdrażania Regionalnej Strategii Innowacji w województwie śląskim.

Regional innovation strategies (RIS) are important instrument that support and create innovativeness at the provincial level. Their effective implementation requires application of various methods and instruments, both operative and strategic. The paper is related to the characteristics of regional specialist observatories as well as identification of their role as instruments supporting development of smart specializations in the Silesian Province. It presents the concept of observatories applied in the model of Regional Innovation Strategy implementation in the Silesian Province

Foresight research is an especially useful method for creating regional innovation policy. This is achieved by integrating the instruments for technology assessment with regional foresight and finally utilizing the resulting outcomes in creation of regional innovation strategies. The aim of this paper is to present the methodology of technology assessment in foresight research realized for Podkarpacie Province to identify priority, eco-innovative technologies, as well as key development directions in innovation policy. The article answers the question on how to use foresight and methods for technology assessment to support the process of regional decisionmaking on research and innovation policy.

Badania foresightowe są szczególnie przydatną metodą kreowania regionalnej polityki innowacji. Odbywa się to poprzez integrację instrumentów na rzecz oceny technologii z regionalnymi badaniami foresight, a następnie wykorzystanie uzyskanych wyników do tworzenia regionalnych strategii innowacji. Celem niniejszego artykułu jest przedstawienie metodyki oceny technologii w badaniach foresight zrealizowanych w województwie podkarpackim z zamiarem identyfikacji priorytetowych, ekoinnowacyjnych technologii, a także głównych kierunków rozwoju polityki innowacji. Artykuł odpowiada na pytanie, w jaki sposób wykorzystać metody foresightowe oraz metody oceny technologii, aby wesprzeć proces decyzyjny na szczeblu regionalnym w zakresie polityki badawczo-rozwojowej.
