The implementation of public-private partnerships has become one of the effective models of cooperation between the public and private sectors in the development of infrastructure in Vietnam. This model has been adopted in Vietnam for many years and is intended to help governments build infrastructure and provide an opportunity to reduce government debt profiles. This study aims to identify the most critical factors that could determine the success of these projects. A questionnaire was conducted based on the participants’ experience in the implementation of public-private partnerships projects and a total of 216 respondents were received. A regression analysis shows that six critical success factors, including factors relevant to public sector, factors relevant to private sector, factors relevant to selected process partnerships, factors relevant to risk management systems, factors relevant to project information, and factors relevant to natural environment. The findings indicated that the most effective development projects could be carried out via PPPs if the government could focus on these important factors in the implementation process. The results will influence political development towards PPP and guide partners in developing public-private partnerships projects.

Purpose: The purpose of this paper is to analyse the effects of the Pomorska Kolej Metropolitalna infrastructure project from the perspective of transport exclusion of the Gdańsk-Gdynia-Sopot Metropolitan Area residents. The reason for undertaking the topic is the importance of this project for many different groups of stakeholders and the possibility of analysing some of the already visible effects of its implementation. Design/methodology/approach: The theoretical part describes the phenomenon of transport exclusion as well as the specifics and importance of infrastructure and infrastructure projects. The research part is based on a case study: an analysis and evaluation of selected effects of the presented project. The subject matter covers a regional transport investment - the Pomorska Kolej Metropolitalna. The study used statistical data analysis and the descriptive method. Findings: The analysis of selected parameters concerning various aspects of the infrastructure project’s effects showed that the Pomorska Kolej Metropolitalna improves the residents’ quality of life by reducing the phenomenon of transport exclusion. Increased transport accessibility affects both residents of the region’s capital city and other towns in the analysed area. Research limitations/implications: The main limitation of the study is that the project is still in the implementation phase. As a result, not all of its effects are discernible and quantifiable. Therefore, the study takes into account only selected elements describing the effects of the Pomorska Kolej Metropolitalna, mainly in the context of the problem of transport exclusion. Practical implications: The findings of the study may be used by the entities responsible for the implementation of public investments as an argument for choosing transport projects as a tool to improve the quality of life in the region. Originality/value: The value of the study is to indicate that the benefits of infrastructure investments are linked not only to measurable: financial and material results, but also to other aspects relating to the quality of life of the society and reducing the problem of transport exclusion. The paper raises the issue of benefits for the local community, providing arguments for decision makers responsible for spending public funds earmarked for regional development.

Planowanie procesów inwestycyjnych wiąże się z naruszaniem praw różnych interesariuszy. Zjawisko to jest też widoczne przy inwestycjach infrastruktury komunikacyjnej. Częścią sytemu komunikacyjnego są parkingi, które zajmują coraz większą powierzchnię, wypierając z przestrzeni publicznej człowieka. Aktualne zagęszczenie na parkingach osiedlowych przekracza ich pojemność, utrudnia komunikację wewnętrzną i uniemożliwia akcje ratownicze w sytuacjach zagrożenia. Koniecznym rozwiązaniom naprawczym, polegającym na wyprowadzeniu samochodu z osiedla, będą przeciwni lokalni interesariusze, którzy chcą mieć swój samochód „pod domem”. Dokonanie rekonstrukcji przestrzeni osiedlowej będzie łatwiejsze po konsultacjach społecznych, których następstwem będą oddolne inicjatywy typu bootom-up, tworzone przez mieszkańców tego osiedla.

Planning investment processes is linked to the violation of rights different stakeholders. That is very evident during investments in communication infrastructure. Parkings are part of the communication system, which need more and mores pace, displaing people from public space. Currently, amount of cars on parkings exceeds their capacity, impede commuication and impede rescue operation. Such reconstruction of the housing estateand adjusting to the current plan can only be done by building bottom-up initiatives by groups of stakeholders from this housing estate.

W odpowiedzi na fundamentalne pytanie - w jakim celu samorządy organizują przedsięwzięcia w trybie ustawy o partnerstwie publiczno-prywatnym (PPP)? - można usłyszeć różne opinie, w zależności od kraju, w którym je zadamy. Wydawałoby się, że w państwach członkowskich Unii Europejskiej te odpowiedzi powinny być przynajmniej spójne, a najlepiej - jednakowe. Niestety, tak nie jest. O ile bowiem rozumienie pojęcia "lepsza realizacja zadania publicznego" jest podobne, o tyle okoliczności towarzyszące osiągnięciu tego celu np. w Polsce są odmienne od tych, jakie występują w innych krajach z rozwiniętymi rynkami PPP.
