Environmental protection programs are presented in the legal order of the Polish law as strategic documents for the effective implementation of environmental policy (previously ecological policy) by commune, provincial and regional administration levels. These documents provide some information about areas of the local governmental administration in an integrated manner. In addition, they permit the local authorities to manage individual components of the territorial areas in the systematized way which is focused on social, economic and legal business in accordance with the rule of sustainable development. Environmental protection programs are created under the regulations in force. They also take into account the guidelines included in the strategic documents. The most crucial part of the programs is the analysis and evaluation of current environmental components of commune areas. The factors such as demography, economics and infrastructure are also taken into consideration in these documents. Based on the diagnosis of the current state of the environment, the environmental protection strategy is established, i.e.:the main targets and the activity guide lines which are needed to achieve the tasks framed in these documents. This method has also a positive impact on the implementation of environmental programs by the commune authority, being directly translated into the effects obtained. This article discusses the legal order of creating the environmental programs, their scope and meaning for the environmental policy carried out in Poland. This also indicates the achievements of the Polish Geological Institute in the field of formulating the environmental protection programs as well as the examples of using the documents in other branches, including research activities.

Environmental evaluation of technical objects – example

Environmental evaluation of technical objects has created the need of tools for its realization. Due to the great number of machines and devices in use and their total significant influence on environment, special concern should be focused on this group of objects. In this series of papers the main task is to present the methodology encompassing the whole life cycle of the objects, with the special attention on environmental issues and its application to environmental evaluation of real objects. In paper there are presented the choice and description of technical objects used to show the possibility of practical application of above mentioned methodology. Next the results of environmental valuation of chosen machines are shown and, at the end, some hints for designers are presented.

Środowiskowa ocena obiektów technicznych spowodowała potrzebę powstania metod służących jej realizacji. Z powodu tego, że w użyciu jest duża liczba maszyn i urządzeń oraz że wywierają one sumarycznie znaczny wpływ na środowisko, specjalna uwaga winna być skupiona na tej właśnie grupie obiektów. W serii artykułów postawiono sobie za cel przedstawienie metodologii oceny obejmującej cały cykl istnienia, specjalną uwagę kierując na aspekty środowiskowe i jej zastosowanie do oceny środowiskowej rzeczywistych obiektów. W tekście przedstawiono wybór i opis obiektów badań i zaprezentowano możliwości praktycznego zastosowania wspomnianej wyżej metodologii. Następnie opisano rezultaty środowiskowej oceny wybranych maszyn i wskazano praktyczne rady dla konstruktorów.

Polityka Ekologiczna Państwa zobowiązuje jednostki szczebla wojewódzkiego, powiatowego i gminnego do wykonania opracowań obejmujących z jednej strony analizę zastanego środowiska przyrodniczego i kulturowego, z drugiej natomiast przedstawienia pakietu możliwości przedsięwzięć mających na celu zahamowanie działań negatywnych oraz zachowanie elementów pozytywnych. Ma to ukierunkować plany rozwojowe małych miast i gmin wiejskich Krakowskiego Obszaru Metropolitalnego na założenia zgodne z zasadami zrównoważonego rozwoju. Celem niniejszego artykułu jest analiza programów ochrony środowiska na przykładach dwu gmin położonych w obszarze Krakowskiego Obszaru Metropolitalnego, ich spójności z założeniami POŚ szczebla powiatowego i wojewódzkiego oraz odpowiedź na pytanie, czy plany te znajdują odzwierciedlenie w realnych działaniach gminnych?

Regional (Voivodeship), county (powiat) and commune (gmina) authorities are obliged by State Environmental Policy to execute programmes that on the one hand analyse the existing natural and cultural environment, and on the other present a package of possible projects aimed at slowing down negative impacts at the same time promoting positive activities in the field. The Policy does this to focus development plans of small towns and communes on conforming to the principles of balanced development. The goals of the paper, using the case studies of two communes situated within Kraków Metropolitan Area, comprise analysis of environmental protection programmes and their cohesion with the postulations of environmental protection policy at county and regional levels, and answering the question whether such plans are in any way reflected in the actual actions undertaken at commune level.
