Position of central European regional airports

This article focuses on the position of regional airports in the countries of Central Europe, with a focus on the airports of the Visegrád Group, especially the airports in Slovakia and the Czech Republic. The authors explain the financing of the airports and provision of state aid to these entities according to European legislation. This article reports differences in the national implementation processes of the same Europeans rules in the V4 Member State and compares the regime of financing of the regional airports. Subsequently, we analyse the economic situation of regional airports and their state based on financial indicators. In general, the current COVID-19 pandemic has exacerbated their situation. Many countries still adhere to strict regulations or international travel bans so as not to spread the virus. The sharp decline in the number of passengers and flights has begun to have an impact on the financial viability of regional airports; therefore, financial assistance for regional airports will be more than necessary in the coming years.

W artykule przedstawiono pomoc publiczną w UE w szerszym kontekście, tj. jako element polityki konkurencji realizowanej przez to ugrupowanie. Omówiono regulacje przyjęte przez władze unijne, dotyczące dopuszczalności stosowania pomocy państwa. Wskazano podjęte w ostatnich latach działania zmierzające do racjonalizacji wydatków na pomoc publiczną w celu zwiększenia ich efektywności i wzrostu konkurencyjności gospodarki europejskiej.

Public aid in the European Union in broaden context, i.e. as an element of competition policy realized by this group were discussed in the article. Regulations accepted by EU authorities concerning admissibility of state aid application have been discussed. Undertaken last years activities tending to rationalization of expenses for public aid for enlarging of their effectiveness and rise of European economics competitiveness purposes have been pointed out.

Artykuł jest próbą wykorzystania metody bilansu dochodów publicznych. W opracowaniu zobrazowano cyrkulację pieniądza między podmiotami działającymi w sektorze górnictwa węglowego a budżetem i funduszami państwowymi. Oszacowano wysokość wydatków, jakie poniesione zostały z budżetu państwa na rzecz górnictwa węgla kamiennego i wpływów, jakie sektor ten przekazał do kasy publicznej w 2001 r. Wskazano na potrzebę oceny społecznych efektów działań podejmowanych w ramach nowych programów restrukturyzacyjnych.

The paper is an attempt of utilisation of the public revenues balance method. The paper illustrates money circulation between economic units operating in hard coal sector and the Sate Budget and Sate Funds. It assesses the magnitude of expenditures incurred by the State Budget for the benefit of hard coal industry and revenues that this sector contributed to the State Budget in 2001. It indicates the need for assessment of social effects of the activities undertaken within the new restructuring programmes.
