W artykule wykonano analizę wpływu zagrożeń naturalnych występujących w kopalniach węgla kamiennego na bezpieczeństwo pracy w tych kopalniach. Analizą objęto okres 2001-2010 r. Korzystano z materiałów źródłowych udostępnionych przez WUG i Instytut Medycyny Pracy w Łodzi, a także innych dostępnych publikacji. Przedmiotem analizy były głównie wypadki śmiertelne spowodowane zagrożeniami naturalnymi. Stwierdzono, że zagrożenia naturalne stanowią istotną przyczynę wypadków śmiertelnych. Ich udział w ogólnej liczbie wypadków śmiertelnych wynosi 24%-76%. Wyjątek stanowi rok 2004, w którym wypadków z tej przyczyny było mniej. Zwrócono uwagę także na cykliczność występowania katastrof górniczych. Wskazano na potrzebę opracowania skutecznej profilaktyki w zwalczaniu zagrożeń naturalnych i stałego jej przestrzegania przez kierownictwo, dozór i pozostałą załogę kopalni.

In the article an analysis of the influence of natural hazards present in coal mines on work safety in those mines has been conducted. The analysis encompasses period of years from 2001 to 2010. Source materials made available by State Mining Authority (WUG) and Institute of Occupational Medicine in Lodz and other publications have been used during the elaboration. The subject of the analysis were mainly fatal accidents caused by natural hazards. It has been concluded that natural hazards constitute for a significant cause of fatal accidents. Their share in the overall number of fatal accidents is determined on the level varying from 24% up to 76%. An ехсергіоп is year 2004 during which there were less accidents caused by natural hazards. Periodicity of mining disasters occurrence has been highlighted as well. It has been indicated that there is a need of developing an effective prevention of overcoming natural hazards and constant adherence to it by management, supervisory bodies and remaining mine personnel.
Współwystępowanie naturalnych zagrożeń górniczych w podziemnych kopalniach jest przyczyną powstawania katastrof oraz narażenia ludzi na czynniki szkodliwe dla zdrowia. Część z tych zdarzeń jest związana z więcej niż jednym zagrożeniem, które przyczyniały się do ich zaistnienia i wpłynęły na formę ich przebiegów. Można wykazać, że jednocześnie i w jednym miejscu występujące zagrożenia mogą wpływać na inicjację, intensywność oraz przejawy swojego występowania. Systematyka oddziaływań między zagrożeniami obejmuje ich formy bezpośrednie i pośrednie, wśród których można wyróżnić (rys. 3): powodowanie ujawniania się innego zagrożenia, dotychczas nieistniejącego lub istniejącego w formie utajonej, powodowanie zmian intensywności występowania innego zagrożenia, inicjowanie katastroficznych form wystąpienia innego zagrożenia, ograniczanie efektywności stosowania prewencji innego zagrożenia. Zagrożenia znajdujące się w stanie wzajemnych interakcji nazywane są zagrożeniami skojarzonymi. Nie jest to nowy rodzaj zagrożenia, są to nietypowe formy i stany występowania istniejących zagrożeń naturalnych. Nie zawsze są one wystarczająco dokładnie i wiarygodnie opisywane przez klasyczne metody oceny i prognozy. Do oceny stanu zagrożeń skojarzonych niezbędne jest: dokonanie oceny stanu poszczególnych zagrożeń współwystępujących, normalizacja ocen stanów poszczególnych zagrożeń [zależność (8)] do jednorodnego zbioru umownych wartości punktowych [(zależności (5) i (7)] tworzących tzw. przestrzeń zagrożeń (rys. 4), zidentyfikowanie rodzaju oddziaływań między zagrożeniami, ustalenie charakterystyki tych oddziaływań, modyfikacja wartości ocen stanów poszczególnych zagrożeń stosownie do charakterystyki oddziaływań między nimi, sumowanie zmodyfikowanych stanów zagrożeń [zależność (6)] oraz identyfikacja wyniku ze stanami kryterialnymi (rys. 5). W warunkach współwystępowania wielu zagrożeń naturalnych często skutki profilaktyki stosowanej dla jednego z nich obejmują zagrożenia pozostałe [zależności (9), (10) i (11)]. Skutki te niekoniecznie muszą korzystnie wpływać na te zagrożenia (rys. 6 i 7). Może się zdarzyć, że powodują pojawienie się zagrożenia innego, zwiększają intensywność występowania innych zagrożeń lub/i ograniczają możliwości skutecznego stosowania innych metod profilaktycznych. Szczególnym przypadkiem stosowania profilaktyki w warunkach zagrożeń skojarzonych jest występowanie tzw. zagrożenia dominującego. Może ono w decydującym stopniu wpływać na ogólny stan bezpieczeństwa pracy. W takich warunkach dobór metod profilaktyki musi obejmować: identyfikację zagrożenia dominującego (rys. 8 i 9), ustalenie charakterystyk oddziaływania skutków zastosowania profilaktyki na każde z zagrożeń (rys. 7), w tym ocenę kolizyjności profilaktyki [zależność (12)], ocenę globalnych skutków zastosowania wybranych metod profilaktyki, uwzględniającą także odpowiednią kolejność ich wykonania Do oceny stanu zagrożeń skojarzonych oraz optymalizacji profilaktyki zasadnicze znaczenie ma poprawność charakterystyk oddziaływań między zagrożeniami i skutków stosowania profilaktyki. Poza nielicznymi wyjątkami ustalanie takich charakterystyk jest możliwe jedynie na drodze ustaleń eksperckich.

The natural mining hazards occurring simultaneously in underground mines involve generation of the disasters and situations posing threat to human health. Some of these events involve more than one hazard leading to their occurrence and influencing forms of their processes. It can be found that the hazards occurring at the some time and place may influence their mutual initiation, intensity and the occurrence forms. Systematic of the interaction between the hazards take into account their direct and indirect forms of which the following can be distinguished (Fig. 3): - causing the occurrence of another hazard not existing in the past, or existing in the latent form; - causing changes in the rate of another hazard occurrence; - initiating catastrophic forms of the occurrence of another hazard; - reducing the effectiveness of using the measures to prevent another hazard form occurring. The interaction - related hazards are called the associated hazards. These are not a new type of hazard but rather non-typical occurrence forms and states of the existing natural hazards. They may often be not quite precisely and reliably defined by the classical prognostic and assessment methods. To obtain an estimate of the state of the associated hazards, the following steps should be taken: - assessing the state of each concurrent hazard; - standardization of the hazard state estimates [relation (8)] in order to obtain a uniform data set of conventional point values [relations (5) and (7)] forming the so-called hazard space (Fig. 4); - identification of the kinds of interaction between the hazards; - establishing the hazards interaction characteristics; - modification of the hazard state evaluations according to the hazards interaction characteristics; - summation of the modified hazard states [relation (6)] and comparison of the results with the criterion - defined states (Fig. 5). In conditions of coexistence of many natural hazards, frequently, the effects of preventive measures applied to one of them may exert an influence on the remaining [relations (9), (10) and (11)]. These effects may, not necessarily, prove useful as regards the remaining hazards (Fig. 6 and 7). They are likely to induce another hazard and may increase the occurrence rate of the remaining hazards and/or may reduce the effectiveness of other preventive measures. A particular result of using the preventive measures in conditions of the associated hazards can be the occurrence of the so-called dominant hazard. It may highly influence the general state of work safety. In such cases, on choosing the appropriate preventive measures, we should take into account the following factors: - identification of the dominant hazard (Fig. 8 and 9); - establishing the interaction characteristics of the effects of preventive measures on each hazard (Fig. 7), including an estimate of the conflicting effects resulting from using the preventive measures [relation (12)]; - assessment of the global effects of using the selected preventive measures, including the sequence of their application as well. For the assessment of the associated hazards state and the preventive measures optimisation, it is of it is of the highest importance to obtain the accurate characteristics of the interaction between the hazards and the preventive measures effects. Excepting not numerous cases, it would be possible to establish such characteristics only by means of the expert appraisement.
