The lowered number of the Polish Armed Forces’ soldiers, modernization programme, decreasing financial means in the defence budget necessitated a reorganization of military repair and service bases on all levels. The consequence of this situation is to carry out the restructuring of military repair and production companies. Relieving the national defence ministry of tasks directly not connected with soldiers' training and maintaining their combat capabilities also necessitates looking for solutions to optimize structures of entities in the armed forces’ environment. The restructuring of these entities, taking into consideration the improvement of efficiency and effectiveness of their operation, must be perceived both in technical - organizational and ownership transformations dimensions. These issues are closely connected and require a more complete examination taking into account the efficiency and effectiveness criteria. Tasks facing the military repair and production companies result from the place that such an entity has in the defence system of the state. It is a derivative of changes taking place in the restructuring processes within the Polish Armed Forces. The scope of these transformations is defined by the mentioned above de-creased number of soldiers. However, detailed goals and particular tasks and procedures to reach them have not been fully defined yet.

The issue concerning logistic service support of Polish Armed Forces units outside Poland is gaining more and more importance. These matters are key requirements in the operational and strategic capabilities area posed for military units conducting these tasks in expeditionary operations. Particular importance is drawn to strategic and operational capability of airlift, air-to-air refueling, possibility of conducting an operation individually and further supplying forces in the theatre of operation. Therefore, these tasks should be included into the catalogue of activities which the Polish Armed Forces must be ready to carry out and this fact justifies the necessity and need to discuss this subject. Moreover, the current analysis of events taking place on the international arena and its influence on Poland’s security, as well as our commitments resulting from NATO membership allow making an assumption that the tasks connected with Polish Military Contingent’s logistic service support will be dominant for the Polish Armed Forces in the nearest future.

The problems of logistic service support of Polish military units outside the country gains more and more importance. These issues are key requirements posed in the area of operational and strategic capabilities for military units in expeditionary operations which carry out these tasks. A special importance is placed on strategic and tactical and operational airlift capability, air-to-air refueling, ability to conduct operations single-handedly over a certain period of time and effective supply of forces in the area of operation. Therefore, it is right to assume that these tasks have been included into our catalogue of undertakings, to the performing of which the Polish Armed Forces must be ready and this fact justifies the necessity and need to discuss this topic. Moreover, a current analysis of events on the International arena and its influence upon Poland’s security, as well as Polish obligations to the Alliance allow supposing that tasks connected with Polish Military Contingent’s logistic support will be dominant for the Polish Armed Forces in the nearest future.

Zachodząca na ogromną skalę ewolucja technologiczna we współczesnym świecie, a tym samych zmiany w pojmowaniu zagrożeń dla ładu i porządku globalnego, wymusiły ponowne zdefiniowanie obszarów kształcenia żołnierzy zawodowych, a tym samym kadry zawodowej w specjalności logistyka. Nowe wyzwania dla polskiej armii, rozpatrywane w kontekście operacji pokojowych i misji stabilizacyjnych, nadały tej dziedzinie wiedzy wojskowej nowy ciężar gatunkowy, wymuszając tym samym konieczność wprowadzenia zmian w programach kształcenia i szkolenia, adekwatnych do potrzeb współczesnych konfliktów zbrojnych.

The present article concerns problems of the education of logistic officers in context of the social changes and challenges of XXI century such as of terrorism. Author described basic notions as well as introduced contemporary military logistic and her development in context of conflicts. He concentrated his attention on very important issues from the area of language and cultural education. The author attempted to the tests and judge the possibility of changes in current education system for the officers of logistic, particular in area of the cultural education. He also introduced the whole scale of defects and lacks of the system of the education and showed the main causes of cultural conflicts, which arise on the ground of lack of knowledge about other ethnic groups.

Polish military contingents taking part in international peace operations (in the Middle East, Namibia, Cambodia and the Persian Gulf) in 1973-1994 have been introduced in the article. Moreover, the strength and organisational structures of Polish peace logistic units are presented. The tasks conducted by particular peace contingents are another issue discussed in the article. The conclusions are based on unpublished archival historical sources, as well as current Polish and foreign literature on the subject.

The matters concerning logistic supplies on national Armed Forces contingents in operations outside our own country have currently become one of the basic problems of the troops organisation and operations. It has resulted from the necessity to be prepared to effective operations not only in alliances, so called CJTF, or newly created European Union Reaction Forces but also in the framework of temporary multinational coalitions as for instance recently deployed “antiterrorist coalition” forces. These problems were recently abandoned in our Air Forces because of the lack of interoperability in the basic equipment. However, due to the close perspective of new multitask aircraft that fulfill NATO standards, fast developments are expected which will take into consideration a wide spectrum of conditions and requirements to prepare and carry out logistic tasks in joint Air Forces. This article develops the Air Force logistic concept in a hypothetical, recognised by the author as futuristic, model of our Air Force „environmental” logistics. It also presents basic assumptions of its organisation to operate outside Poland taking into account the possibilities of functioning in the framework of, as recommended in NATO, multinational logistics and many-sided acquisition of logistic resources and also airbases playing the role of an indirect link with other branches of AF troops.

The author states that the environmental logistic model assumptions should be used in improving the concept of this essential component of our armed forces. The environmental logistic model responds to all tendencies and latest developments in the organisation of NATO command system where are created so called environmental components commands, what has been included in the perspectives of our armed forces development in the next twenty-five years. Furthermore, this model agrees with general assumptions of national support system concept. The author is of an opinion that a general logistics division into support and operational logistics allows avoiding stiff, and inappropriate in case of air forces, referring to the logistic units’ character stationary - central and mobile subordination - in the structures of armed forces branches.

A high level of the enemy action unpredictability causes that the developed in peacetime plan of supply with combat and material means to the fighting troops may become out of date. In connection with this, accomplishing an earlier prepared plan must be accompanied by appropriate current correcting of changing combat and logistic situation. The need to correct the plan may appear in case of changing the area of main defence effort, enemy’s break in defence troops, performing a counterattack from a line not planned previously, defending troops’ advance after a counterattack. Each correction of a previously developed plan of supply, apart from numerous calculations and forecasts based on current data on material situation often requires changing tasks assigned for a brigade supply company. Taking also into consideration the fact that all mentioned activities must be performed in the shortest time possible, it shows obvious that their accomplishing becomes almost impossible without effectively functioning material supply managing that is based on credible information.

One of priorities is currently to state the logistic support organisation of the Polish Air Force and Air Defence, selected to NATO Air Force and transport aviation in peace operations conducted outside the territory of the country, or even outside the territory of the Alliance responsibility. Conducting this task is not facilitated by the lack of scientifically justified concepts of this support, whereas applying present developments does not seem to be advisable. Taking into consideration the developments of the logistic support concept of the Polish Air Force subunits that carry out peace operations outside the country, it is essential to recognise the conditions of this support, which logistic tasks accomplishing depends on, and also to fulfill tasks by the air force and taking into account its priority role in such operations – to reach the goal of the operation. In order to familiarise the reader with possible ways to determine factors that influence the Polish Air Force logistic support in peace operations outside the territory of the country, the authors tried to establish methodological bases of these conditions and support concept.

On the base of the relevant as well as available resources, it can be stated that the maintenance flexibility depends on various factors, mainly connected with aircraft structure and maintenance system; such as; units accessibly, part replacement, utilisation of already existing means (power generators, fuel distributors, cranes, jacks etc instead of delivery of new ones), frequency and scope of the aircraft maintenance works and safety at works. A selected group of aircraft was evaluated. All the mentioned factors were implemented into analyses. The matrix evaluation method was used for evaluation and comparison.

Decreasing the total war threat and simultaneous increasing probability of regional conflicts cause the need to modernise the Polish Armed Forces logistic units, air force including. These changes consist in decreasing the number of logistic units kinds, creating universal units able to a comprehensive support of basic combat units. The functioning of air force logistics should be adjusted to NATO requirements. American military specialists formed nine major logistic support principles: task, from rears to front, adequacy, mobility, economy, constant information, uniform command, security. These principles have been discussed in the article, taking into consideration the necessity of NATO forces compatibility and interoperability.

Functioning of logistics in the subsystems of the Polish Armed Forces branches, the Air Force including, has been presented in this part of the article. There has been shown the way and the number of levels on which the supplying potential is organised for the combat helicopter group. The so called tactical and strategic storage (reserves) and their permanent transportation means have been presented. The support in air munitions and fuels for combat helicopters groups have been defined and also the variants to deliver supplies for the combat helicopters groups and their organisation have been suggested. New variants of organisation structure, material technical bases, supplies command position in logistic areas of military districts have been proposed. The article has been summed up by conclusions for the organisers of the combat helicopters group logistic support. Final conclusions sum up both parts of the article.

This article (part 2 to follow in the next issue) presents supply requirements of combat helicopters (regiment) group in combat. They have been discussed in two aspects: an assortment - quantity aspect resulting from „tactical and technical” combat equipment possibilities of combat helicopters group and a space - time aspect which can be called „tactical - operational” requirements. Defining these requirements should enable to answer basic logistic questions: „what to deliver and how much/many” and also „where to deliver and when”. The characteristics of assortment - quantity requirements are presented as a comparison of needs (requirements) of the present and future combat helicopters group, in which Mi -2 helicopters will be replaced by W -3 helicopters. The transport needs have been taken into account, which enables to compare them (in part 2) with current transport capabilities of organic supply battalion in combat helicopters group. Considering principles of tactics and military operations of both land forces and air force as well (so called „tactical - operational” background), the time - space parameters have been described for supply subsystem from the receiver’s point of view, i.e. combat helicopters group.

Armies use up more and more means of materials in military conflicts. The development of military technology, the changes in tactics of actions and increased manoeuvrability caused the necessity to extend the transport network. Thus conducting combat actions requires a well extended transport infrastructure. Destroying the enemy’s transportation lines is perceived as important as the attacks on command positions and supply sources. The role and importance of transport in Air Force and Air Defence Forces have been discussed in the article. The requirement, set for the transport system used in these forces, is, first of all, the ability to ensure a constant performing of transport duties. To achieve this, the military transport system has to be resistant, solid and restorative. Differences between transport functioning in peacetime and wartime have been discussed in the article.

The article presents the authors viewpoints on the organisation and conducting a logistic reconnaissance in a tactical unit. The following reconnaissance kinds have been discussed: materiel, technical, medical, and also reconnaissance carried out by commanders of logistic units and logistic equipment. The way to work out a plan of logistic reconnaissance has been presented. There has been discussed its organisation and conducting during: reconnaissance of roads and evacuation, reconnaissance of loading and unloading stations, reconnaissance of locating logistic subunits and units, reconnaissance of logistic resources of terrain infrastructure.

Adapting the system of the forces logistic support command in the Polish Republic Armed Forces to NATO structures and procedures will require achieving compatibility and interoperability with the developments used in this area in NATO leading armies (USA, Germany, Great Britain). Achieving this level of standardisation will consist in detailed defining logistic competencies of commanding bodies working on a command post and on a rear (logistic) command post, precising their organisational structure and developing rational principles of functioning. This article presents organisational and spatial structure of logistic command bodies and the principles of rear command post functioning in leading NATO armies. Many developments shown in this article might be applied in the Polish Armed Forces.
