Wybrane przykłady wsparcia przez państwo-gospodarza w Polsce w nowych uwarunkowaniach geopolitycznych

W artykule zostały przestawione wybrane przykłady realizacji zadań wsparcia przez państwo gospodarza wojsk sojuszniczych i partnerskich, wykonujących zadania na terytorium Polski wynikające z nowych uwarunkowań geopolitycznych, w jakich znalazła się Europa Środkowo-Wschodnia. Powstałe zagrożenia i dynamika tych zmian wymusiły na władzach sojuszu potrzebę wzmocnienia wschodniej flanki NATO w ramach poprawy bezpieczeństwa regionu. W rezultacie podjętych działań nastąpiła intensyfikacja ćwiczeń w Polsce i krajach nadbałtyckich, przemieszczeń wojsk sojuszniczych przez nasze terytorium oraz ich rozmieszczanie w ramach tworzenia wzmocnionej wysuniętej obecności eFP (enhanced Forward Presence) i operacji Atlantic Resolve. W konsekwencji wzrost zaangażowania sojuszu w wykonywanie zadań na naszym terytorium wymaga zwiększonego udziału w ramach HNS (host nation support) nie tylko systemu militarnego, ale również zaangażowania pozamilitarnych ogniw obronnych państwa.

The article presents selected examples of implementation of support tasks by the host nation support for the benefit of allied and partner troops, performing tasks on the territory of Poland, resulting from the new geopolitical conditions in which Central and Eastern Europe found itself. The resulting threats and dynamics of change forced the Alliance's authorities to take a new approach to strengthening NATO's eastern flank as part of improving the region's security. As a result of the actions undertaken, the exercises in Poland and the Baltic countries, the relocation of allied troops by our territory and their deployment as a result of the eFP (enhanced Forward Presence) and Operation Atlantic Resolve were intensified. As a consequence, the increase in the involvement of the alliance in the performance of tasks on our territory requires increased participation in the HNS, not only the military system of the state, but also involvement of the non-military defense system of the state.

W artykule został przestawiony stan realizacji zobowiązań Polski w zakresie utworzenia i funkcjonowania systemu wsparcia przez państwo gospodarza na rzecz wojsk obcych (sojuszniczych i partnerskich), wykonującym zadania (misje, operacje, ćwiczenia) w Polsce lub przemieszczających się przez jej terytorium. Opracowanie zawiera również ocenę możliwości zabezpieczenia potrzeb sił NATO, w tym zakres udostępnienia zasobów logistycznych państwa i infrastruktury wojskowej oraz świadczenia usług logistycznych zarówno przez siły zbrojne jak i pozamilitarne ogniwa systemu obronnego państwa. W artykule przedstawiono ponadto kierunki zmian w systemie HNS, wynikające z nowych uwarunkowań geopolitycznych, w szczególności zwiększonego udziału sił NATO na wschodniej flance NATO oraz zebranych doświadczeń z dwudziestoletniego funkcjonowania systemu HNS W Polsce.

The article presents the state of implementation of Poland's allied commitments regarding the creation and functioning of the host nation support system for the benefit of allied and partner troops, performing tasks (missions, operations, exercises) in Poland or moving through its territory. The study also includes an assessment of the possibility of support allied needs, including the scope of access to the state's logistical resources and military infrastructure, as well as the provision of logistic services by both the armed forces and non-military defense system of the state. The article also presents the directions of changes in the HNS system, resulting from new geopolitical conditions, in particular the increased share of allied forces on the eastern flank of NATO and the experience gained from the twenty years of functioning of the HNS system in Poland.

Opracowanie przedstawia uwarunkowania gospodarcze budowy Systemu Obrony Powietrznej Polski., który jest największym i najbardziej kosztownym programem modernizacyjnym Sił Zbrojnych RP. Autorzy charakteryzują czynniki wzrostu gospodarczego mogące mieć wpływ na realizację projektu. Szczególnie dużo uwagi poświęcają sposobom jego finansowania, zarówno w warunkach wzrostu gospodarczego, co jasno reguluje ustawa o zmianie ustawy o przebudowie i modernizacji technicznej oraz finansowaniu Sił Zbrojnych RP, jak i w warunkach ewentualnego pogłębienia się kryzysu gospodarczego. W tym drugim przypadku wskazują na dodatkowe źródła finansowania projektu i towarzyszącej mu rozbudowy infrastruktury wojskowej i przemysłowej, które byłyby względnie niezależne od bieżącej koniunktury i gwarantowałyby skuteczne jego doprowadzenie do końca. Określają także kryteria wyboru partnerów zagranicznych, niezbędnych przy realizacji tego złożonego przedsięwzięcia oraz formułują postulat polonizacji elementów systemu pozyskiwanych od producentów zagranicznych. Ponadto, odwołując się do doświadczeń modernizacji polskiej armii i budowy Centralnego Okręgu Przemysłowego u schyłku II RP, autorzy opracowania ukazują możliwe efekty gospodarcze realizacji projektu.

Authors of the study present economic conditions regarding the structure of the Air Defence System of Poland, which is the greatest and most expensive modernization program of Armed Forces of the Republic of Poland. In the study, the authors characterize factors of economic growth that are able to affect the projects implementation. Much attention is especially devoted to ways of financing the programme. One such way is financing it under the conditions of economic growth, which is clearly regulated by the Act amending the act on reshaping, technical modernization and financing of Armed Forces of the Republic of Poland. The second way is financing the programme under the conditions of possible deepening of the current economic crisis. In the second case, the authors point at additional sources of financing the project. Financing would be accompanied by extension of military and industrial infrastructure that would be relatively independent of the current economic situation, and would guarantee the project being effectively carried through. The authors also define criteria for the choice of foreign partners essential for the completion of this complex undertaking. In addition, the postulates of polonization of the system components acquired from foreign producers and manufacturers are formulated. Moreover, referring to past experience of the modernization of the Polish army and the structure of a Central Industrial Region at the close of the II Republic of Poland, the authors present possible economic effects of the project implementation today.

In the article, the author paid attention to the logistical infrastructure as extremely important and essential element of the correct functioning of the military budget unit. The state's security includes both political and military spheres and economic, ecological, social and ethnic issues. One of the basic factors which determines those processes is infrastructure. Adapting the military forces to the current needs and conditions by modernizing them and their effectiveness and also rationalization of the costs of living, determines a new shape for the infrastructure of military budgets. Its optimal aim is meeting the needs of military forces with the use of the military forces' potential and the resources and possibilities for the national economy.

Od pewnego czasu w prasie pojawiają się niepotwierdzone oficjalnie pogłoski następującej treści: „Amerykanie przeniosą pierwsze bazy wojskowe z Europy Zachodniej wschodniej części kontynentu, w tym też do Polski 2004 roku” albo „W najbliższych latach Pakt Północnoatlantycki zamierza wydać na budowę, unowocześnienie rozbudowę infrastruktury wojskowej w Polsce kilkaset milionów dolarów” albo „Departament Obrony ogłosił oficjalnie plan zamknięcia baz w Niemczech, w ramach programu tzw. konsolidacji brygad stacjonujących Europie”.
