Introduction/background: Knowledge management is becoming of great importance in contemporary business. Diversified tools and methods to analyse business and knowledge processes are being implemented in organisations. In the article, the author presents his preliminary research in the area of knowledge management in the Metropolitan Association of Upper Silesia and Dąbrowa Basin. He focuses on the necessary study to identify knowledge deficits, which allows for the development of a research tool supporting the analysis of knowledge processes in the Metropolitan Association of Upper Silesia and Dąbrowa Basin. Aim of the paper: The main aim was to elaborate upon a research tool for analysing knowledge management, i.e. a research questionnaire that enables one to analyse knowledge management deficits and necessary changes in knowledge management activities in the Metropolitan Association of Upper Silesia and Dąbrowa Basin. Materials and methods: The research involves the analysis of source materials, direct interviews with managers and a comparative analysis of business and knowledge processes in manufacturing companies and in the Metropolitan Association. Results and conclusions: The study proves the need to apply a research tool for analysing knowledge processes and knowledge deficits. Questionnaire surveys comprehensively covering all organisational entities of the Metropolitan Association are to be utilised to take appropriate measures to improve knowledge management, consequently resulting in higher operational efficiency of the Metropolitan Association.

Creating knowledge management systems (KMS) is a vital factor in the competitiveness of organizations. Therefore, we have viewed the concept of KMS from the position of its impact on the economic results of the company and the inclusion of innovative components in KMS according to the following blocks: knowledge preservation, search for knowledge in special networks, providing conditions for new knowledge generation, knowledge sharing training. As the analysis showed, in temporary transition economies the level of implementation of the traditional components of KMS is on average slightly more than 50%. Innovative components are used less – the highest level is 48% (for element “Search for knowledge in special networks”). Only 12% of the sampled companies have all the features typical for the system in their activity on knowledge management. However, the companies which developed more KMS components are characterized by higher profitability and ratio between the average monthly wage at the enterprise and in the sector. The identified issues related to slow implementation of KMS in the enterprises within transition economies are mainly caused by insufficient awareness regarding the KMS benefits and the possibility of their use as core factor to facilitate asset growth and to enhance human capital reproduction.

Artykuł prezentuje koncepcję, żę tworzenie systemów zarządzania wiedzą (SZW) jest istotnym czynnikiem konkurencyjności organizacji. Dlatego też dokonano w nim przeglądu SZW z punktu widzenia jego wpływu na wyniki ekonomiczne firmy oraz włączenie innowacyjnych komponentów SZW takich, jak: utrzymanie wiedzy, poszukiwanie wiedzy w specjalnych sieciach, zapewnienie warunków dla nowego generowania wiedzy, szkolenie dzielenia się wiedzą. Jak wykazała analiza, w gospodarkach będących w fazie transformacji poziom realizacji tradycyjnych składników SZW wynosi średnio nieco ponad 50%. Innowacyjne składniki stosowane są rzadziej – najwyższy poziom to 48% (dla elementu "Szukanie wiedzy w sieciach specjalnych"). Zaledwie 12% przedsiębiorstw objętych próbą posiada w swojej działalności wszystkie cechy typowe dla systemu związanego z zarządzaniem wiedzą. Zidentyfikowane problemy związane z powolną implementacją SZW w przedsiębiorstwach w gospodarkach okresu transformacji.

W artykule omówione zostały zagadnienia zarządzania wiedzą oraz wykorzystanie tej wiedzy, przedstawiono usprawnienie systemu przepływu informacji, podejmowania decyzji oraz zarządzania wiedzą w wybranym modelowym przedsiębiorstwie. Zamiarem autora jest ukazanie pozytywnych aspektów pogłębiania się świadomości firm, co do angażowania się w optymalizację zarządzania ich wiedzą. Przybliżono zagadnienia zarządzania wiedzą we współczesnych organizacjach, omówiona zostanie koncepcja przedsiębiorstwa jako organizacji uczącej się i twórczej. W toku przeprowadzonych badań, w którym przeanalizowana zostanie sytuacja modelowego przedsiębiorstwa, pod kątem zarządzania w nim wiedzą dokonano analizy sytuacji wyjściowej badanego podmiotu zawierać będzie jego charakterystykę podstawową (przybliżającą specyfikę działalności firmy), reprezentowane przez podmiot podejście do zarządzania wiedzą, ogólny schemat sposobu przepływu informacji wzdłuż przedsiębiorstwa oraz głębszą analizę wybranego obszaru firmy co do typów podejmowanych decyzji oraz potrzeb informacyjnych decydentów. Podjęto próbę usprawniony systemu przepływu informacji, podejmowania decyzji oraz zarządzania wiedzą w badanym przedsiębiorstwie.

The article discusses the issues of knowledge management and the use of this knowledge, shows the improvement of the information flow, decision-making and knowledge management in the selected model enterprise. The intent is to show the positive aspects of deepening awareness of companies, which to engage in optimizing the management of their knowledge. In the course of the study, which will examine the situation of a model enterprise for management of the knowledge of the analysis of the initial situation audited entity will include the basic characterization, represented by the approach to knowledge management, the overall scheme of information flow along the company and a deeper analysis of the area of the company as to the types of decisions and information needs of decision makers. An attempt was made an improved system of information flow, decision-making and knowledge management in the audited company.

W artykule omówione zostały zagadnienia tematyki zarządzania wiedzą m.in. poprzez przybliżenie podstawowych pojęć, jak: informacja, wiedza czy mądrość. Następnie omówiona zostanie koncepcja przedsiębiorstwa jako organizacji uczącej się twórczej. Artykuł zawiera również prezentacje wybranych narzędzi oraz systemów zarządzania informacją i wiedzą w przedsiębiorstwach. Wiedza przedstawiona daje ogólne pojęcie o badanym temacie oraz jest kluczowa dla zrozumienia części badań dokonanych w artykule. Zostanie przedstawione usprawnianie system przepływu informacji, podejmowania decyzji oraz zarządzania wiedzą w badanym przedsiębiorstwie. Wykonany zostanie wstępny projekt systemu zarządzania wiedzą, którego celem będzie ukazanie wartościowych kierunków działań oraz ocena możliwych do wdrożenia narzędzi i praktyk. W konsekwencji zostanie zaproponowane usprawnienie obszaru przedsiębiorstwa, poprzez optymalizację dotyczącą zarządzania wiedzą w procesie weryfikacji lojalności klientów.

The article discusses the issues subject of knowledge management by bringing the basic concepts, such as: information, knowledge and wisdom. Then we will discuss the concept of the company as a learning organization creative. Article also includes presentations of selected tools and systems, information and knowledge management in the preterprises. Knowledge gives you the general idea of the test subject and is crucial to understanding the part of the research made in the article. It will be presented to improve the system of information flow, decision-making and knowledge management in the audited company. It made the preliminary draft knowledge management system, which will show the valuable activities and the evaluation of possible implementation of tools and practices. Consequently, it is proposed to improve the area of the company, by optimizing on knowledge management in the process of verification of customer loyalty.

Artykuł omawia role kadry kierowniczej w implementacji systemu zarządzania wiedza (SZW), przy czym implementacja jest tu rozumiana jako świadomie realizowany projekt wprowadzania założeń i narzędzi koncepcji zarządzania wiedza (ZW). Autorka nie rozpatruje sytuacji, z jaką najczęściej mamy do czynienia w praktyce, a mianowicie wprowadzania i rozwoju SZW wraz z naturalnym rozwojem organizacji, bez umieszczania tych działań w konkretnych ramach czasowych i organizacyjnych. W artykule przedstawiono pojecie systemu zarządzania wiedza, kluczowe stanowiska kierownicze odpowiedzialne za implementacje SZW, ich zadania, wymagane kwalifikacje i kompetencje, jak również wytyczne postępowania, decydujące o skutecznej realizacji projektu.

The article discusses the role of managers in the implementation of knowledge management system (KMS). The implementation is considered as a consciously realized project of introducing guidelines and tools of knowledge management (KM) concept. The author does not take into consideration the most common situation, in which the implementation and development of KMS occurs with the natural development of the organization, without placing these actions in specific time and organizational frames. The paper presents the concept of knowledge management system, key management positions responsible for the implementation of KMS, their tasks, qualifications and competences, as well as practice guidelines, determining the successful implementation of the project.

Much is written about the role of social media in human life in the psychological, sociological or social aspects. Business publications in turn concentrate on research and analysis of using social media in relationships: firm – client, or more generally, the company and its environment. On the other hand, relatively little is written and said about the usefulness of social media inside the organization. Hence, the purpose of this paper is to present social media tools as a part of an effective knowledge management system in the company.

The second part of the article presents examples of knowledge management system construction on the basis of research methodology described in the first part. The presentation of examples starts from the knowledge resources analysis of a given company, representing a group of specialized manufacturers of railroad points of railway and tram lines, railroads intersections and their constituent elements. Products knowledge resources have been divided into two basic information groups: general and detailed information about railroad turnouts subassemblies. Each of the groups represent significant products features and include their examples. Production systems knowledge resources are based on the characteristics of treatment technology applied in the company. Examples of input and output information sets and diagrams of knowledge flow within a company have been presented under the analysis of production processes knowledge. The paper includes examples of determined knowledge management processes support methods. The process or knowledge resources location is based on elaborated knowledge maps. The maps facilitate fast determining of distinct competencies of the individual employees and such locations within a company, which provide information necessary for starting new production. A method based on a structure of knowledge forms has been applied in the process of knowledge obtaining. It facilitates ordering of information sets which refer to the problem to be solved and a record of knowledge in form of decision rules. The forms facilitate additionally an introduction of decision explanation mechanisms in the knowledge management system. Examples of production knowledge processing stages have presented at the technological production preparation range of a given assortment. Methods applied in them are based on expert methods. A staged production preparation process was elaborated for the purpose of knowledge identification, with distinguished significant decision problems. This facilitates identification of knowledge which is necessary for solving a problem and their subsequent ordering according to a method of knowledge management system construction. Knowledge formalization is based on construction of designing principles, with detailed information on the technological process. Examples of graphic formalization and a record of rules for the design of railroad turnouts elements treatment have been included. The implementation stage was linked with the processes of use and maintenance of production knowledge. Example of PC-Shell system application was presented, applied in the construction of knowledge base for initial treatment technological operations of chosen elements. The system elements in form of blocks have been described in detail: facets, rules and control as well as the programme instructions applied. The final part includes part of the programme source code and examples of forms, generated during the system work.

The paper presents the conception of knowledge management system for a diagnostic expert system. Development of knowledge management system is necessary during the construction of the expert system. The most important reason is that knowledge in this system is not a static whole, but is subject to dynamic growth, is modified and updated. Advantages afforded by the creation of diagnostic systems based on knowledge, such as expert systems, compared to traditional diagnostic systems based on closed algorithms were characterized. The conception of knowledge management system established in the diagnostic work associated with the development of expert system for marine diesel engine diagnosis. The main elements of the developed management system are: dictionary editor, rule editor, knowledge assessment module and import and export module. Knowledge management system is also equipped with an electronic form that is used to obtain knowledge from experts, specialists in diesel engines operation. The article presents the tasks and the performance of individual components of the system. The knowledge management system enables integration within a single frame of both information collected from experts and automatically collected one. A doubtless advantage of expert system is the opportunity of updating and developing the content recorded in the database. Due to this feature, the effectiveness of the system may grow during engine operation and facilitate gaining new experience.

The necessity to have good trained officer’s onboard ships today comes in complete accordance with the present development of the shipping industry, materialized through presence of high technology and computerized equipment. This is not just an IMO request, but is an imperative in order to have safer seas and oceans and a cleaner marine environment. The training level of present and future officers is directly connected with the level of training and knowledge of trainers and teachers. For this reason we consider as compulsory to reach higher performance for the personnel involved in maritime education, especially in the academic field. In this way, in the present, Constanta Maritime University is developing a project dedicated to initial and con-tinuous training of younger lecturers, who are for the first time in contact with the maritime educational system. Also, this project have parts dedicated to experienced lecturers with many years in the system, targeting the goal of maintaining the level of knowledge already acquired, and bringing new training procedures and techniques in accordance with the present necessity. In the present paper we will describe the concept of this project, its principal goals and courses developed in-side in order to have better trained trainers from their beginning activity.

The author of the artide perceives a close relationship between an effective KMS (Knowledge Management System) in the SDO (Software Delivering Organization) and the guality of the software delivered by the organization as required by customers. Efforts must be undertaken aimed at creating a KMS in the SDO, while taking into account the QMS (Quality Management System). A 7-stage approach has been proposed which allows in effect to localize knowledge (one of key processes of the KMS) in the SDO and to analyse it. The above approach complies with the requirements and recommendations concerning die QMS as defined in international ISO standards.
