The extent to which the interests of third parties are respected in proceedings for the demolition of a structure

The obligation to respect the interests of third parties is one of the conditions that should be fulfilled in the construction process. However, the extent of this respect is somewhat different during the planning and implementation of the project and somewhat different during the demolition phase of the construction work. At this final stage of the existence of a construction object, the interests of third parties will not be protected to the same extent as in the case of its creation, i.e. when a building permit is obtained. However, this does not mean that these interests can be disregarded.

Określenie obszaru oddziaływania obiektu należy do obowiązków ustawowych projektanta, który informację o tym obszarze powinien zamieścić w projekcie. Pojęcie tego obszaru jest jednak nieprecyzyjne i może być przedmiotem różnej oceny ze strony projektanta oraz organu administracji architektoniczno-budowlanej. Obszar oddziaływania obiektu jest określany na podstawie przepisów powszechnie obowiązujących, które mogą wprowadzić związane z tym obiektem ograniczenia w zagospodarowaniu, w tym zabudowy, tego terenu. Obszar ten jest określany indywidualnie w konkretnej sprawie.

Determination of the impact area of the object is a statutory responsibility of the designer, who should include information about this area in the project. Unfortunately, performing this obligation is not easy, because the concept of this area is imprecise and can be the subject of various assessments on the part of the designer and the architectural and construction administration body. The impact area of the object is determined on the basis of generally applicable regulations that may introduce limitations related to this object in the development, including building, of this area. As a consequence of the above, this area is determined individually in a specific case.

Badano zjawisko zawału transportu pneumatycznego dla materiałów grupy B wg klasyfikacji Geldarta dla 24 mieszanin kulek agalitowych i obciążenia transportu w zakresie 8-25 kg/m2s. Stwierdzono, że zawał następuje przy odległości środków ciężkości cząstek równej ich potrójnej średnicy, niezależnie od wielkości cząstek. Zaproponowano korelację na prędkość zawału oraz zinterpretowano zjawisko na podstawie modelu ruchu cząstki w obszarze oddziaływania śladu turbulentnego.

A choking phenomenon was investigated for group B powders according to Geldart’s classification using 24 glass beads mixtures and at solids fluxes 8-25 kg/m2s. It was shown that choking occurs at the distance between the neighbouring particles equal to threefold particle diameter. A suitable correlation for choking velocity was developed and phenomena was interpreted on the basis of model particle flow in the region of turbulent wake influence.
