In the course of developing the publication "Recommendations on usage of ECDIS and preventing incidents" [19] by members of the Oil Companies International Marine Forum (OCIMF), they have identified the importance of sharing information on a malfunction of an ECDIS. The problem was discussed in the forum of the International Maritime Organization (IMO). As a consequence, there was a necessity to modify the IMO’s ECDIS – Guidance for Good Practice. This guidance is intended to assist smooth implementation of ECDIS and its ongoing safe and effective use on board ships. In the new version of this document (second revision), new important terms appear, such as: type approval authority (TAA), type approval certificate (TAC), letter of acceptance (LOA), declaration of conformity (DOC). In this article, the author tries to present the problem and describe the actions taken by the appropriate IMO bodies.

The financial resources allocated for upgrading the railway infrastructure in Poland over the last decade have brought measurable benefits in the length of railway lines with increased speed. In addition to the upgrade of railway tracks with supporting infrastructure, electrical power equipment and networks or control-command and signalling equipment, further railway lines are equipped with ERTMS/ETCS track-side equipment. All upgraded or retrofitted railway lines are subject to a certification process in accordance with European or national law. Among these lines with the A-Class system and the EC certificate of verification, there are cases where action should be taken to improve the performance of the railway infrastructure. Analysing various investment processes, the article looks at the impact of the tenders for ERTMS/ETCS track-side equipment, which legitimize the validity of the issued EC verification certificates, and whether they have authorisation for placing in service issued by the President of Urząd Transportu Kolejowego (Office for Railway Transport).

Kilkanaście lat członkostwa w Unii Europejskiej oraz obowiązywania wymagań zasadniczych nauczyło kupujących nowe maszyny, że ich producenci powinni wraz z dokumentacją dostarczyć Deklarację zgodności WE, w treści której na własną odpowiedzialność deklarują oni spełnienie wymagań Dyrektywy maszynowej. Posiadanie Deklaracji zgodności WE uznawane jest powszechnie za uwolnienie pracodawcy od odpowiedzialności za stan bezpieczeństwa maszyny, w którą wyposażył stanowisko pracy. Jednak analiza przepisów Kodeksu pracy wykazuje, że odpowiedzialność za bezpieczeństwo maszyn ciąży także na pracodawcy, a posiadanie deklaracji zgodności z takiej odpowiedzialności nie zwalnia. Jednocześnie kontrole organów nadzoru rynku oraz niezależnych ekspertów zajmujących się bezpieczeństwem maszyn wykazują, że znaczna część maszyn nowych nie spełnia wymagań zasadniczych, w tym z zakresu urządzeń i systemów bezpieczeństwa. W artykule wskazany zostanie przykład niespełnienia przez nową maszynę wymagań bezpieczeństwa oraz prawne aspekty odpowiedzialności pracodawcy.

Several years of membership in the European Union and the application of essential requirements have taught the buyers of new machines that machinery manufacturers should provide the EC Declaration of Conformity together with the documentation, in which they declare, on their own responsibility, that they meet the requirements of the Machinery Directive. Having a Declaration of Conformity is widely recognized for the release of the employer from liability for safety of the machinery which he has equipped work station with. However, when analyzing the provisions of the Labor Code, it turns out that the responsibility for the safety of the machines is also on the employer, and having a declaration of conformity does not release the employer from the liability. At the same time, inspections by market surveillance authorities and independent experts in the field of machine safety show that a significant proportion of new machinery does not meet the essential requirements, including safety equipment and systems. The article will indicate the rank of the problem and example of non-compliance with the safety requirements of the new machine, as well as the legal aspects of the employer’s liability.

There are also given many details about problematical situation. Declaration of conformity issued for machines and electrical drives, and also assemblies are elaborated particularly in this article.

W artykule przypomniano zasadę swobodnego przepływ towarów jako fundamentu jednolitego rynku i ważny czynnik wzrostu konkurencyjności przedsiębiorstw Unii Europejskiej. Omówiono aspekt zapewnienia również wysokiego poziomu ochrony konsumentów i użytkowników, dzięki zasadzie, że jedynie bezpieczne wyroby mogą zostać wprowadzone do obrotu na terenie Unii Europejskiej. Od roku 1985 w Unii Europejskiej powstało pojęcie harmonizacji technicznej i pojęcie Dyrektyw Nowego Podejścia. Treść tych dyrektyw zaczęto ograniczać do zasadniczych wymagań. Omówiono sposób spełnienia tych wymagań poprzez zastosowanie norm zharmonizowanych. Pokazano drogę do wystawienia Deklaracji Zgodności według różnych modułów procedowania i końcowe naniesienie oznakowania CE na produkt. W dalszej części artykułu opisano rozszerzenie znaku CE na nowe wymagania:- energooszczędności produktowej ECO-DESIGN- Ekoprojektowanie, - Dyrektywy RoHS II w sprawie zasadniczych wymagań dotyczących ograniczenia stosowania niektórych niebezpiecznych substancji w sprzęcie elektrycznym i elektronicznym oraz, - Rozporządzenia CPR - Construction Products Regulation- ustanawiające zharmonizowane warunki wprowadzania do obrotu wyrobów budowlanych.

The article reminded of the principle of free movement of goods as the foundation of the single market and an important factor in increasing the competitiveness of EU enterprises. The aspect of ensuring a high level of protection of consumers and users was also discussed, based on the principle that only safe products may be marketed in the European Union. Since 1985 the European Union established the concept of technical harmonization and the concept of the New Approach Directives. The contents of these directives began limited to essential requirements. It was also discusses how to meet these requirements through the use of harmonized standards. Presented the way to issue a Declaration of Conformity according to the different modules of proceeding and the final drawing of the CE marking on the product. The remainder of this article describes the extension of the CE mark on the new requirements: - Efficiency of the product ECO -DESIGN - Ecodesign, - RoHS Directive II on essential requirements for the restriction of the use of certain hazardous substances In electrical and electronic equipment and - Regulation of the CPR - Construction Products Regulation- down harmonized conditions for the marketing of construction products.

W artykule omówiono stan normalizacji w zakresie wyrobów i systemów do ochrony i napraw konstrukcji betonowych. Podjęto zagadnienia wspólne dla wszystkich kategorii wyrobów i systemów opisanych w serii norm PN-EN 1504. Przedstawiono zadania producenta materiałów i systemów do napraw konstrukcji betonowych przed wprowadzeniem wyrobu na rynek budowlany. Omówiono takie zagadnienia, jak wstępne badania typu, zakładową kontrolę produkcji, systemy oceny zgodności oraz deklarację zgodności i oznakowanie wyrobu znakiem CE.

State of normalization in the area of products and systems for protection and repair of concrete structures is presented in the paper. In the present part 1 of the paper problems common for all categories of products and systems described in series of standards PN-EN 1504 are discussed. Duties of producers of materials and systems for protection and repair of concrete structures before bringing product on the building market are presented. Such a problems as initial type testing, factory production control, evaluation of conformity systems as well as declaration of conformity and CE marking of the product are discussed in the paper.

Zautomatyzowana linia produkcyjna zgodnie z dyrektywą maszynową 2006/42/WE powinna być traktowana jak maszyna, tak więc przed wprowadzeniem na rynek lub do użytkowania powinna być wystawiona dla niej deklaracja zgodności. Maszyny i urządzenia wchodzące w skład linii podlegać mogą postanowieniom różnych dyrektyw, np. maszynowej, niskonapięciowej, ciśnieniowej. Obowiązkiem inwestora jest określenie zakresu odpowiedzialności poszczególnych uczestników inwestycji. W artykule zademonstrowano, na przykładzie zautomatyzowanej linii do produkcji waty szklanej firmy SAINT-GOBAIN Construction Products Polska Sp. z o.o., sposób postępowania przy ocenie zgodności takiej linii.

According to machinery directive 2006/42/WE, "assemblies of machinery which, in order to achieve the same end, are arranged and controlled so that they function as an integral whole" are considered as a machine. It means that an automated production line should be considered as a machine, therefore the declaration of conformity should be prepared before putting that line into service. Usually, an automated production line comprises several machines made by different manufacturers. Each machine should be accompanied by the declaration of conformity or declaration of partly completed machinery.The main manufacturer of the automated production line for own use is responsible for assembling all machines and devices made by particular manufacturers into the integral whole. Different directives, e.g. machinery directive, low voltage directive, pressure equipment directive, etc. may apply to the machines and devices forming an automated production. It is a duty of the main manufacturer to appoint the responsibility to particular manufactures of machines and devices. Using the automated production line for production of glass wool, built by the SAINT-GOBAIN Construction Products Polska Sp. z o.o., as a study case the general rules for conformity assessment of such have been presented in the paper.

: Z dniem l maja 2004r. Polska stalą się członkiem Unii Europejskiej (UE) i wraz z tą datą weszły w życie przepisy wykonawcze wdrażające tzw. "dyrektywy nowego podejścia" zapewniające swobodny przepływ wyrobów na rynku unijnym. W artykule przedstawiono sposób postępowania mającego na celu nadanie oznaczenia CE na przykładzie kondycjonera mocy (PCS) z cewką nadprzewodzącą SMES (SuperconductingMagnetic Energy Storage). The article includes proposal of proceedings during giving the CE mark on example Power Conditioning System (PCS) with superconducting coil SMES (Superconducting magnetic energy storage). This system is realized within the confines of V Frame Program "Innovative new high temperature superconducting magnetic energy storage system (SMES) for high efficient power quality - HIPOLITY."
